I really think it's as simple as the system being completely swamped. I went to renew my permit and was told not to until I was at least 2 months out. Many people once denied will not attempt to appeal the denial and leave it at that. Those that do appeal get their application approved.

However, the Governor of Pennsylvania really doesn't like guns, the people who have them, or non residents wanting to carry them in his State.

My name isn't super common (I don't know anyone with my family last name in the area that isn't a relative) but of course some asshole from downstate has the same name and is the same age as me (in years, not birthdate) and is a real winner. Robbed a bank, or more accurately, tried to rob a bank, panicked, ran away, and tried to hide at the food court in a mall by the bank, lol. What a smart guy, haha.

Its a long story ive told here before. It was from a 30 plus year old charge that should have never been a prohibiting factor, but the state was confused because the tiny local court house had very little info on the arrest. The state sided on caution and denied my gun rights. The state later admitted I was never prohibited. But I still waited 2 years and 10 months for the appeal. The charge I had has a HUGE gray area in the law which I fell through. Long story short....You were denied in 2015? How? Did they ever say why?

I understand the caution, but three years is insane to deny someone. A week to sort it out? Ok, no problem. Maybe even two. Three years is criminal.
All of PA is old and outdated. The entire state is a relic of America's former industrial glory. Now it's a bunch of rotting industrial tombs. Everything in this state is fucked up in some way.That is not how the background check works. The same background check I use is the same the sheriff uses for pistol permits. PA's PICS systems is old and outdated and has been having issues for years.
I disagree with @SonOfSun on some things, but not others. The real enemy isn't people who think differently. The main enemy we face are people who want to shut down discourse and want to force censorship as a means of shutting down 1A. With both 1A gone (de facto) and 2A gone (de facto via laws like NYC) the people will be powerless slaves. We can't let silence become the new normal.

Annnnd, before I moved into the house I live in now, I lived in a slightly more populated area. We lived at house number 91......at house number 41 lived a convicted domestic abuser and 7 time felonious drunk driver and drug user with the same name.
It should never be a problem, I always use my SS number for gun transactions and such.
