So now that the 90 day clock is winding down to the new ill-defined Semi-Auto Rifle Permit requirement for the sale or posession (of any semi-Auto rifle purchased after Sept 4. 2022) ....

The NYSP says it is the responsibility of the permitting office.

Posters on reddit and other forums are clueless. Chatter includes ... FFLs are recommending orders be cancelled and to just buy what is in stock ... Counties are not in agreement if concealed carry permit holders need a semi-auto rifle permit to purchase, and ... if a permit is to be carried for possession how is that documented unless added / listed to a carry permit, or ... why are semi-auto permits good for 5 years while handgun permits last 3 years.

Who has earned one of those new fangled semi-auto rifle permits?

Has anyone garnered some credible insights?

Anyone else feel more infringed too?

The permit system will not be set up in time and the law will be indefinitely suspended. Just like the background check system for ammo sales in the SAFE Act was.

Credible? I do t know but I saw a news article where they will do it off your pistol permit. If no pistol permit they will have to apply for a rifle permit in NYS and go through the county. You will have to do an amendment to your permit and get a coupon like you do now for a pistol.
All this will add costs and hassle, just what NYS wants. I wonder how many FFLs will just say fuck it before the costs just keep adding up. They will need to employ another person just to handle this and ammo background checks.

why I bought a lower and the upper a bit ago so I had it before I couldnt sorta scenerio....

same with the Pistol permit. God several years ago as I figured it was only get hard and harder to get.

I get it. I know what you’re saying and I’m just thinking that NYS will put an end to it when they figure out it’s still occurring. They will want a record of every new AR lower purchased. I’m just saying I bought two to avoid this in the future.

I wonder if it’s legal to go to another state and purchase a SA rifle without this license/permit. It’s legal to possess in the state, it SHOULD be legal to go to say, PA, and purchase.

We have been on the phone and emailing many many counties, all day today. We have started to compile a list of how each county will proceed with the "Semi Auto License". Many counties do not have an answer yet. This info is only for those that have a NY Pistol License already. We will keep updating the list below as we receive more replies.

Semi Auto Rifle Permit Info -

Erie county, current permit holders can add a semi auto rifle same as a handgun. Nothing will be on the permit other the semi auto rifle info. Such as make, model, serial number and caliber. So they will NOT put “Semi Auto Rifle Permit” on actual pistol license. Bring in purchase receipt for semi auto rifle to the permit office. $5 for new card with Rifle listed on card same as a handgun. They will be adding semi auto rifles to permits at the Hamburg gun show this weekend as well.

Cattaraugus County - Bring in pistol license, fill out amendment form, pay for new card and they will add Semi Auto Rifle permit to your card (no registration of any rifles or adding serial numbers to pistol license) - FYI- The Catt County computer software still needs an update, waiting on the vendor for update, could take 5 to 10 business days for them to have computer update to be able to amend permits. EXISTING Catt permit holders, per Sheriff Whitcomb You can still purchase a Semi Auto, without an Semi-Auto amendment on your permit.

Genesee County - Bring in pistol license, fill out amendment form, pay $6 for new card and they will add Semi Auto Rifle permit to your card (no registration of any rifles or adding serial numbers to pistol license)

Niagara County - Bring in pistol license, fill out amendment form, pay for new card and they will add Semi Auto Rifle permit to your card (They are also adding semi auto rifle serial numbers to your pistol license, treating them just like a handgun purchase) - They will also be doing this at the Hamburg gun show this weekend.

Livingston County. Bring in pistol license, fill out amendment form, pay $5 for a new card and they will add Semi Auto Rifle permit to your card.

Schenectady County- Email CountyClerk@schenectadycounty.com with your:
a. Name
b. Schenectady County Pistol Permit ID number
c. Indicate that you would like to add the semi-automatic rifle endorsement (NO other
changes or amendments can be made by email)
2. You will receive a response from County Clerk staff that your request has been received, and
we will notify you of the day/date in which you can stop in. No appointment is required for these endorsements, you can arrive any time during the appropriate date. We will be processing amendments on a first come, first served basis. If you have a preference, please indicate which day would be best for you in the email and we will do our best to honor it.
3. Stop into the Clerk’s Office at any time on the appropriate date to sign your amendment forms and receive a new permit indicating your endorsement.

Saratoga County - Apply by mail for an Amendment, cost is $3 and it takes 2 to 3 weeks by mail. The amendment form and instructions are available below. Please mail in your completed amendment form and fees to 6012 County Farm Road Ballston Spa, NY 12020. If there is an issue that you feel must be discussed in person please call us at (518) 885-2465.

Suffolk County. Bring in pistol license, fill out amendment form, pay $5 for a new card and they will add Semi Auto Rifle permit to your card.

Monroe County - Make an appointment (currently a month out with appointments!!) You do not need to apply for a new license but can amend your current license to include the Semi-Automatic endorsement. You will need:Completed amendment formInstructions for how to complete the amendment can be found herePayment of $12 – cash, check, or credit cardThis process will be completed at your appointment, or within 7-10 days if you mail-in or drop-off your paperwork.
