You can go buy an encore rifle or muzzle loader right now, they both can be turned into an illegal pistol by swapping parts out that one can buy on line anywhere. Or you can buy an encore receiver and register it as a pistol then be able to make it anything short of a SBR or SBS legally.
WTF is Greg. If anything the authorities would try to claim it was an AW. If he didn't have the parts to make it a pistol it is a rifle for all intensive purposes ( as long as it started out as an 80% receiver).

THIS!!!! Get a concrete answer on this. When I built my ar, I bough the lower on my 21 birthday (yes, actually on my birthday). I then assembled the lower parts kit and added the hook trigger guard and spur and then stuck the thing to my threadless rifle upper. Did I have a pistol at any point? Of course not, especially since I don't have a pistol (and hense a pistol upper).

I would think so. It would be no different than an 80 percent AR lower. Once that lower is built initially into a rifle, it'll always be a rifle. It could never be turned into a pistol. Then it immediately becomes an SBR if you do so.

I have no clue how you would fix it. What I'm getting at is why can , with no pp, we get an ar lower, which are commonly made into pistols, but cannot get a glock lower, without a pp, even though both are "other". That's what I mean.
They leave the factory as pistols. An 80 percent doesn't. So you'd have to build the 80 percent but somehow make it NY legal to go on a rifle.
Not useless at all if the intention is having unregistered post-shtf pistols as you mentioned.
I guess. But it you don't want a non working rifle, why not just finish the lower minus one trigger group hole? That way it still just an inoperable piece of plastic that is one hole away from accepting a trigger group come SHTF?
Because as soon as any milling or drilling is done it is no longer just a piece of plastic. At 80% it is a piece of plastice, but at 81% it is a receiver. If not attached to a rifle upper my concern is that it could be construed as a pistol-in-waiting.
