What about inadvertent hoarding?
Couple of years ago we wound up with 3 jars of mayonnaise on the shelf- we both lost track of inventory and we both went shopping separately.

It's usually stuff we'll use up quick enough, but it happens way too often.
I was helping the wife put away groceries the other day and she bought butter.
I pointed out that we already had 4 pounds of it, because she's bought a pound on every recent trip to the store.
She said she didn't think we had any.
It just kept getting put behind stuff.
I don't feel stock piling hundred of thousands rounds of ammo is hoarding. as long as it's organized. Maybe it's planning ahead... anticipating a raise in the cost of ammo or a shortage of ammo. Maybe it's his insurance policy. Is he going to use all of it? if he's a competition shooter he will (maybe he & his wife competes.) If he's an avid shooter he will.
During the last ammo shortage... folks had trouble finding 9mm and .22. People complained about the price increase.

I guarantee I could go through 100,000 rounds. I could easily do 1k monthly.
I have gone through at least 500,000 rounds since I started reloading almost 30 years ago. I typically shoot 500 rounds a weekend, usually doubled that when I was shooting IPSC. I casted my own bullets in the 90s, I was able to load pistol rounds for about 3 cents each. I was able to load 223 (55 grain) for about 90-100 bucks a thousand. Those days are long gone but even buying lead for pistol rounds, I am still loading pistol ammo for less than 20 cents a round and most of my rifle ammo (match grade) less than 50 cents a round (my '06 cost me about 85 cents a round).
The best thing reloading does: You control your ammo shortage. In the 90s we went through the great primer famine, because of that most Reloaders buy in bulk and stack components deep so they are typically unimpacted by panic buy times. Right now people are having trouble getting components. Fortunately, I am not one of those guys out looking to buy for the first time. However, I buy stuff to replenish what I use so I am never caught short.
So how does this relate to the topic? If you are not a reloader or a shooter, my stash may make me look like a hoarder. If you are a shooter or a reloader my stash may make me look like a genius.

If it is an emotional attachment (irrational fear) yes, it would. Most people do shoot the ammo they stockpile and just replace it (rotating stock) which is a little different than the little old lady stashing pizza boxes and plastic bags.
A lot of the hoarding behavior was started just after the great depression and the behavior has been learned by subsequent generations. Ever wonder why you have a stash of plastic bags in your kitchen cabinets? It is probably your parents fault. You have been conditioned to save them for other purposes. Let's say you have a cabinet full of bags and have run out of room for other things you need in the kitchen.
If you never use them because you may need them for something in the future you have a problem. If you cannot use them fast enough and still won't throw the excessive amount away you may have a problem.
If you have a boat load of plastic bags stashed, you use them on a regular basis and maintain a steady back up supply so when the .Gov decides to ban them, you have enough bags to get you through till you find another solution, you are not a hoarder you are a prepper.
When NY decided to make the plastic bags unlawful, my wife was able to bring home two full cases of them. Each case has 5,000 bags. I am not hoarding them, I have them.
I love how the COVID-19 situation showed how stupid of an IDEA mandating the use of reusable bags in a food distribution place was.

Correct. That’s not hoarding. But if you decided to drive to PA to get thousands more and you filled up 2 closets, than that would be hoarding.
Or, it would be, protecting myself and my needs against a State that makes it near impossible to live the way I want and to have what I need and want.
I have purchased many items due to the overbearing nature of this State.
My Father in law was a hoarder. Never threw anything away, saved everything. What a mission it was to clean out his home after he passed.

Only if it has an overwhelming negative effect on his life.
A guy with 10,000 magazines isn't a hoarder if they are stored neatly out of the way in a spare bedroom and don't interfere with his life.
A guy with 500 *is* a hoarder if he's spending his rent money acquiring more or you can't sit down when you visit his tiny apartment because of them.

No, the difference between a collector and a hoarder is about it's impact on your life.
That's the difference between a quirk and a mental illness.
Many people are afraid of flying for instance, but it doesn't cross the line to mental illness unless it has a major, irrational, negative impact on your life.

That’s different. He collects cars and drives each and every one of them occasionally. One that hoards ammo or plastic bags doesn’t use them all occasionally.
There are fine lines depending on what it is why you are doing it.

Yeah. I’m not going to fight him on whether Jay Leno drives all 100 of his cars or just 80 because 20 of them are not drivable or putting miles on them will decrease their value. He gets the point but picks and chooses anything to argue over totally missing the point on purpose.
