They got a search warrant and found, along with the gunpowder and ammo, the assault rifle, 14 licensed handguns, two loaded shotguns, a licensed rifle that lacked a safety lock device, unassembled assault rifles, high-capacity ammo magazines, an ammunition press, two Kevlar body armor vests and six Kevlar armor plates, authorities said.
What is he actually guilty of? He had licensed guns....so? Body armor....not illegal. "High capacity magazines," really? Capacity?

Where was he selling guns? He needed a FFL for reloading? From the news I seem to recall several buildings blowing up in NYC from natural gas not smokeless powder.

Neighbors said Shou lived in the building for about 4 years with his girlfriend in an apartment that belonged to her parents.

In Westchester, "safe storage" inspections can be, and almost always are, requested once an applicant seeks to add a 6th pistol to their permit. I've now had two inspections. However...on neither visit were any firearms removed from storage or made visible to the inspecting officer.

The only thing they could have got him on was intent to sell without an FFL or a firearm build that reached the level of assault weapon status as deemed by the SAFEACT.
I'm thinking 14 licensed hand guns triggered a flag in the computer for a surprise premise check.
A few of my old hunting buddies who live down in Queens were both visited by the PoPo for a routine check. Both are hunters with just a few registered deer hunting rifles each. Nothing come of it. Happened about 2.5 years ago

It appears Mr. Shou living in Queens with 14 licensed handguns had some curious eyes from PLB that wanted to check in on him.
Mr. Shou had more than he was allowed (ammo, etc..) to have & the firearms weren't properly secured by NYC rules.
"More Than 4 Handguns NYC allows for up to 4 handguns on a premises license. Upon purchasing the 5th gun, you must prove you have a safe, and sign a waiver agreeing to spot inspections of your firearms in your home by the NYPD. There is no absolute limit on the number of guns you can own (at least none is stated anywhere I can find).
Ammunition You may not possess more than a total of 200 rounds of ammunition in your premises. Not 200 rounds of a certain caliber, not 200 rounds for each gun. Your TOTAL round count for ALL ammunition in your premises may not exceed 200 rounds. This is true for those with carry permits as well as premise permits. This is a NY Fire Department regulation.
Magazine Capacity Handguns cannot have a magazine capacity greater than 10 rounds, rifles and shotguns no greater than 5 rounds. Pre-ban Rifle Mags are illegal in NYC, no exceptions. Pre-ban pistol magazines over 17 rounds are illegal. "

200 rounds? Damn! That's just a brief reloading session for me. Hell...my wife goes through 200 rounds of .380acp every time she goes to the range. I can't criticize, though since I don't keep track of how many 9mm rounds I use per session. I just know to load more when the ammo box gets low.

To some extent I recognize the reason for a ammo storage limit in a densely populated area with a habit of lighting it's self on fire every other week.
Correct me if I'm wrong but It's not that big a deal if the fire department in some town decides to just contain a house fire and let it burn itself out because of a known hazard. But in high-rise apartment buildings it's a bit difficult to just the thr building burn down because one guy has thousands of rounds that are in the process of cooking off.

If this is the guy I think it is, a friend of mine knows him and he was selling ammo and rifles. They used an "inspection" visit to get around getting a search warrant. If I recall correctly, the buyers were never properly identified and disappeared so the department knew it couldn't charge him with the sales themselves.
