I don't know what the state is capable of. With mass noncompliance would cumo put every resource available to him in confiscating guns, including the National Guard? Yeah, I think he is that kind of tyrant. Don't forget, they already know who we are. You don't comply and they will not only take your handguns, but also evert other gun in or on the premises. And that's what they want... This whole exercise is so that the NYSP can get their database up to date / correct (which they should already have via FFL's submitting P-12 information). I submitted early and have suggested others to do the same. Therefore, any changes to your permit / pistols information etc. after your certification falls on them to keep their shit up to date. The longer you wait, the more correct information they'll have and that's what they want.
That sounds like good news to meA local FFL who has to deal with NYSP pistol permits in Albany has found out they're almost 24 months behind in processing county reported data already. Several people I know plan on cross registration right after they file their paperwork next January. Andy reinvented the clusterfuck. NYSP bear the burden.

There are a lot of trash talkers in this forum. Mark my words. Everyone here will recertify one way or another. Whether it's on your own in the upcoming weeks, on the deadline, or after you get a notice telling you that you are in non-compliance. But you will comply just like you always do when you fill out an amendment to your license.
They probably want to re-certify because unlike the shitty assault weapons registration, the state and county already know you and your address and what pistols you have.
