If you don't think making things legal (really legal, not barely legal and taxes out the wazoo) will eliminate the black market you're delusional.
Bottom line is that once you outlaw it you can't regulate it. If it's legal, and you don't squeeze so hard that you create a black market, then you can regulate it.
Imagine how much easier it would be to eliminate the trafficking if all the brothels were run by some mega corp, and all the Ho's filed taxes, etc....
