It is stuck in the inward position, not putting tension on the bolt stop.

Try lightly tapping with a plastic hammer holding lower bolt catch on your palm of your hand

Or with a little fine toothpick awl try working it out it just might be off spec a little bit
No amount of tapping has budged it. I tried dousing it with solvent at letting it sit. It has been stuck down like that for almost a month now. I have heard of using superglue to stick it onto the ink tube of a pen but I'm concerned that some would run down and make things worse.

I'm not calling him out now. It's run like a top for thousands of rounds before this. I wonder why it would suddenly stick like this after all this time?
Not sure if this is your problem or not but check this out (small triangle file on detent hole)...

I went and probed it a little with a cleaning pick and I can't feel any kind of a lip.
When I first noticed it was stuck I tried tapping on it with a punch to see if the spring would push it back out if compressed. That was a dumb thing to do as it's really jammed in there now.
I had it swimming in Hoppe's no. 9 one night, Ballisoil another night then finally I tried some WD-40.
I'd try the file thing first what have you got to lose.
Next drop of oil and blow some compressed air in hole, oil may get behind detent and act like hydraulic piston with air pressure.
After that heat gun and tap from behind
Finally drill small access hole and work it out with wire.

Kroil is a mix of kerosene and light oil. It's more penetrating than all of the above.
Maybe it is but I don't think it would help if WD-40 didn't. It is stuck in there man.
I will try the punch tapping.

No glue try picking at it should work it's way back out just takes time you can also use a sewing needle very carefully teasing it along the side's

You might try a couple good raps w/a rubber mallet just below plunger. Let inertia work for you. Do not hit the bosses for the pivot pin to avoid deforming holes. You could always install pivot pin as an added precaution. A little Scotch tape over both so you don't lose either pin or plunger.
