Met a fair number of WHO prople who came through our institute in Kenya when I was there (1983-93). Even though we were pure animal disease research, at the time, we were inarguably the most sophisticated and cutting-edge research center in Africa, equal to anywhere else in the world.
The WHO people were almost entirely self-centered, elitist bullshit artists and completely incompetent. So bad in fact that I remember the name of the only competent WHO person I ever met - Mark Nwagu - he is/was Nigerian.

What you are describing are the limits of full diplomatic immunity.
But, they could, and would, be pushed further in certain circumstances. Change your example from the 1PP secretary to POTUS. There is no reality in which the US would send someone back home in that case if the diplomat's originating country refused to waive immunity.

I'm pretty confident the under jurisdiction part is already being interpreted properly, based on how the law is written. For the record, I'd prefer that people illegally in the country that pop out a kid 3 days after illegally crossing the border does not result in the kid being a citizen of the US. However, that's not how the law is. It should have been better written from the start, but regardless, the law is the law, like it or not. The solution is to amend the 14th to eliminate that loophole. It's not acceptable to just ignore the text so you get what you want.

I think the solution is to have the existing text interpreted by the final authority before running about trying to change it. The process to do that would be as follows:
1. State your interpretation and intent to enforce accordingly
2. Have those with different interpretations sue you
3. Bring the case to final authority for definitive and binding interpretation
In other words, do exactly what Trump is doing.
