Not that I think this is anything but a pipe dream, but there's nothing technically stopping it from happening.

I bet that pardon would start to feel pretty useless from a Siberian prison cell.

In order to Extradite, a treaty must exist. They can try to get one pushed though

Could be a very specific one though.

Say an extradition treaty that only applies to crimes involving biological weapons that caused over 1 million deaths or something.

OfC, you could take a page from the democrats playbook and arrange for Fauci to be in Moscow before anyone knows what's happened.

Then it doesn't matter much if the courts rule that the extradition was improper.

Not that I would agree with that tactic, it would set an extremely dangerous precedent. But it would absolutely be possible.
