NATO hasn't gobbled up anything.
A lot of former communist block nations have petitioned NATO for membership, and been accepted.
Since NATO membership is completely voluntary, and the only penalty for violating NATO's requirements is that you get kicked out of NATO, I fail to see them as some carnivorous beast.
In contrast to Russia, who forces people to join them against their will by force of arms.
This is like the difference between joining the US military to get your college paid for, and being conscripted into the Russian Army or sent to prison.

The Soviet Union was an enemy of NATO. Russia probably could have joined if they worked on it.
After all, Ukraine was a major component of the Soviet Union, and they might very well have joined.
Several other former members of the Soviet Union joined.
If Russia had kept up peaceful economic pursuits and just gouged Europe for gas money for the last 3 decades they probably would have been welcomed.
But, that ship sailed the first time Russia decided to get adventurous.
Pity, they were well on their way to prosperity, but now they're headed down the same path that caused the collapse of the Soviet Union

I've also read enough history to recogize that we've been down this path before, and feeding small countries to the invader is not the path to a peaceful existence.

We would not invade Mexico or Canada just because the Russians or Chinese had troops there.
If we did, I would expect the rest of the world to react very harshly, and our economy would quickly collapse to the point we wouldn't be able to wage war on anyone. (within a few decades).

What treaty to not move eastward ? Was that part of the treaty the Russians signed to respect the sovereignty of Ukraine ?
