Furthermore, not needing to justify your needs to the government isn't anarchy, it's liberty.
The government needs to justify its bans, as in "there is no other possible way to go besides the ban".
Your need, and ability to demonstrate it, is irrelevant.
And "somebody might" is not sufficient to justify a ban. Read up on "prior restraint" sometime.
You can't ban printing presses because somebody might print something false.
Nowhere in the history of this country has anyone said there should be no rules or laws.
