"They" do not want a civil war. That would upset the subterfuge and skullduggery that "they" have been using to keep us divided and tame for a century, and themselves living in the lap of luxury while they tax us to death and degrade our culture and society to the point of madness.
If the American People realized the power they have, organized it, and put it to good use to restore our Constitutional Republic, the government hacks who have been gaslighting the nation to serve their own interests would be finished.
It is in the government's interests, and thus the interests of both establishment parties, to tamp down the anger of the People and retribution that is needed against these tyrannical scum.
