Which new york county easiest to get permit?

CT and NYC resident. Have CT, MA, UT, FL permits, no restrictions. RI in progress. Would like to carry in NY state / NYC, know its a long shot for NYC. Trying to figure out if I should try to obtain premises permits in NY and NYC first and then try to convert into carry (does that require re-applying?) or try to do NY state carry first and then try to get a special carry for NYC (out of city validation) as I dont think they will validate any of my other permits? MA is typically not easy to get non-resident non-restricted but I referenced my career history (included investigating cyber criminals / financial crimes) and being threatened before and they approved without question.

For NY state, I have a boat that I use as a residence 7-8 months of the year and do spend time in NY, living on the boat, usually on rented moorings or transient docks. I read the recent ruling, and at quick glance I did see it mention "owning" a residence... would someone renting be restricted? I can see a case being made if I get a mooring permit in my name, buy mooring tackle, and have dropped in either Westchester, Nassau, or Suffolk county, allowing me to hook-up my boat and spend indefinite amounts of time living on my boat in one of those counties.

I am trying to figure out which of those three counties is easiest for a part-time resident to obtain a carry permit? I can probably more easily get character references in Nassau county but could potentially find in Westchester & Suffolk as well.

Genesee county has really relaxed the permit process, since the Anti-2nd-Judge retired. 6-8 weeks from start to finish. No restrictions....

Erie is genuinely inconsistent. My wife's took 15 months, my son who applied 4 months later took 8 months. Zero restrictions on either. Just last year.

Westchester and Nassau will be restricted. Suffolk I don't know. I would suggest looking for a mooring on the Hudson in Putnam County. The Cold Spring area is beautiful.

Rensselaer will put restrictions on your permit unless you are lucky enough to get the one judge who issues unrestricted right off the bat. The process is bottle necked by the finger printing part with the Sheriff's department.

Putnam in the past has been easy. Just took time but they would give you a carry . I went through the process a few years ago things may have changed . new judges clerks and sheriff.

schoharie county took 5 weeks start to finish. after 5 years automatic full carry no restrictions

That's good to read, I know that retired Judge Noonan sucked when it came to PP's and the 2A in general.
That is one of the reasons that I never bothered applying for mine. I figured that I would just wait him out knowing that his time was getting short. And then wait to see if the Judge that replaces Noonan was more 2A friendly. But now, I'm not so sure that I want to do that as it could possibly put all of my long guns at risk. but that's a different discussion for a different thread.

A little off topic again, Years back my wife worked at the "Batavia Men's Club" making the guys their lunch etc.
The club consisted of the successful well to do businessmen in the area.
She really liked that job, she said that all of the guy's were great.
Well, except for Judge Noonan... She did not like him at all... Just saying.

Regarding, NYS drivers license or ID, I dont think it is required. I think that part-time residents in NYC have gotten permits supplying their out-of-state DL/ID. How else would it work if NY/NYC is your part-time residence and you have your DL/ID in your primary state?

The State application is standard, What the County application asks may be different County to County? NYC is a whole different story! Have you looked at the NYC application? I have not so I make no comment on that.

An example my County Saratoga requires you to bring with you at time of appointment
Drivers license or a Utility bill ( only if driver license does not so current address ) it is little thing like these that could snag you! And like I said each County is different!

The biggest slowdown is the background check, not in the authorities doing them, but the provided references not responding, choose wisely. The second hang up is the judge and he had no explanation for why that is. Total turnaround in his office after receiving is 24-48 hours, and for redirecting from law enforcement to the judge is again 24-48 hours.
He also stated that right now things have slowed a bit because of the number of permit holders in the office trying to clean up their permit and or asking questions relative to the recertification bullshit (my word). Sounds like The county clerk is not part of the problem at least for Monroe.

I've only dealt with one and heard experiences with another and their system. Niagara County has the nicest people to work with on a permit. They make me feel as my feelings on handguns are the same as theirs. Like working with "good" family. Now Erie county I hear alot of horror stories for actions after plus getting approved takes a long time. 18 months for a close friend for a hunting/target only. KUDO'S Niagara County

Ontario, was pretty easy to get and amendments were made on the spot even if you wanted the plastic permit. Livingston was like 10 days, start to finish.

Allegheny, Cattaraugus and Chautauqua are all very easy and very short times. All unrestricted.
