What happened here is what I belive so often happens. These officers overreached with an overzealous interpretation of regulations and professional pride would not allow them to back down from their position even though the had a look on their faces at the end that suggested they knew they were being silly. Better for the woman to fight it out in court than on the beach. I doubt she even got charged with anything, provided she didn't do anything stupid after the video ended.
I am thinking the capt wife was at the beach with her kids and didn't like the way this woman looked at her.
Something happened before cameras started rolling.

It's not a bikini, it's a thong. This beach is also used by families with small children. Women or men wearing a thong around children is not my idea of decensy.

I believe the problem stems from the police selectively enforcing and interpreting the law as they see fit to fit their needs an not as the law is written. Same as when an off duty LEO gets pulled over for speeding, flashes his/her badge and drives off without a ticket while your average motorist gets the summons goes to court, pays the state extortion to the tune of hundreds of dollars plus the insurance increases. Same damn thing. If it had been an off duty female officer in the thong do you honestly think she would have been handcuffed. Detained and have to deal with two overgrown Boy Scouts with badges. What are they the morality or fashion police.

This is a family beach, if I had young children at that beach the day they were there, I would see and I would have an issue with the way they are dressed. Yes, too me, nice in the eyes; for smaller children? No, not at all.
I do not think this is a police matter. This is a matter for the family that is offended or has the issue.
We are currently on vacation, we were down on a river beach yesterday, I saw a couple things that I was not happy with. I spoke up to the ones that I had an issue with. After a few choice words from both groups, me and them... They decided that dealing with an asshole like me was not worth it and they moved on.

They said they were called to the scene. Someone else besides these cops had an issue with it. Public decency is not an exact science. Sticking a plug into two orifices would be good enough according to what she is claiming. Cops have a lot of discretion in this. They didn't come across as overbearing or unreasonable.

Yikes, better stay away from Miami beach if a thong bothers you. While Miami beach is not a topless beach it is visited by many europeans whom do not view nudity like some puritanical Americans do.. The police do not make them put on a top or hassle them at all. The bottom line is Miami depends on tourism and are willing to overlook minor dress code issues at the beach...
I happen to like the look myself, and I am "allowed" to look... and my family while all eyes the first day soon became accustomed to topless women and there was no issue. My wife had no concern either as she knew whom I was going home with...
