From what I understand, the little girl dropped a bag of candy. The homeowner came out and said something about picking up the bag, the mother did so and they were going on their way. Hardly what I would call littering, nor something I would consider an arrestable offense.

With all you come into contact with? Spare me. I tended bar for years in a place frequented by cops, mostly NYSP and NYPD. The only reason most of them aren't in prison is because they are cops.

The troopers around here do this to just about everybody on a bike they pull over. If I have a multi-tool on my belt, they let that go. I have even seen them tow and impound bikes of guys who were not wearing DOT approved helmets.
