In order to be PGO which suggests it's a rifle,but can't be because of the barrel length, it would have to be classified as a pistol. The VFG makes it AOW.

The key here is the 11.5" barrel with a foregrip. This would fall under the NFA AOW, Unless it's being sold as a rifle, it would be an SBR weather it has a stock or not. As far as NYS is concerned, no NFA items allowed.
