How the hell does someone make that mistake?! I'm not in the movie business but having actual live rounds anywhere near a movie set sounds like the world's worst idea ever.

Worst case, maybe some prop handler was negligent, but most likely not criminally so.
Another possibility is that some of the firearms were fired in the desert for testing, recreation or otherwise and live rounds were inadvertently mixed with the equipment for filming. Just a theoryI still can't wrap my head around the fact that a live round (though I wonder if they're defining "live round" the way most of us would) would even be on a movie set let along handed to an actor who was going to use it in a scene. This screams or blazing incompetency at multiple levels OR (tin foil hat time)....maybe it was meant to be this way. Maybe someone was trying to put a hit on the director of cinemaphotography.

It really should be so obvious that at the very least there are two firearms experts who Independently vouch for every single gun on set before it leaves their control. And they have to be watching the filming any time a gun is out of their possession to ensure things are safe.

If he reasonably believed it was not a loaded firearm, then he did not commit a crime anymore than someone playing airsoft does.
