There is always a percentage of people who for whatever reason will decide to live in another country. It doesn't mean anything, just like over 9 million Americans who don't want to live here (the actual number is even higher, they only looked at some countries).
Our self-glorification propaganda makes a big deal of flow of immigrants. This flow is because our immigration policies are more open than in other countries, not because people who come here have a hard on for our system or our Constitution. Most of them don't know shit about this country.
What's even worse our self-glorification is used to argue our supremacy over other countries and our right to dictate to them.
The end result are bodybags and flag-draped coffins coming home.
