they did that in Detroit. They got a percentage of what their pensions should have been.They can't go out and say, "Everyone is now getting 75% of what is promised." The state basically wants to use the funds that are currently sitting unused. They want access to the money now and give an, "I owe you when the time for you to collect." The chances on a state not paying out what is/was guaranteed under federal contract law is EXTREMELY low.

If the state has the legal responsibility that they have to agree to the contract they originally agreed to, they are less likely to pass programs and other pet projects if they know they cannot afford it because they don't have the money.
And what would happen if they had access to these pension funds? Even more overspending.But they do this all the time. They overspend well beyond what they take in, then try to find more 'creative' ways to suck more and more money out of the remaining productive members of society. All the time also trying to get around any rules.
I've been wondering about this myself lately and how I should vote. My personal opinion is that NYC is going to have to most sway. In short, it won't be good results for most of us. Therefore, I think I'm going to vote Nay.
You are right. In fact there is feedback that the left turnout was unprecedented in many polling locations because of the anti convention campaign efforts.It appears the Con Con vote hurt us. With all of the State unions pushing their members to vote, it pushed a disproportionate amount of Dems to the polls. I'm sure it influenced the local elections around me.
