Here is a link to an article about St. Lawrence County. The judge there is very anti CCW, and hasn't given even one new Unrestricted Permit since 2007!

VEV beat me to it, looks like St. Lawrence county does not issue unrestricted currently.

I am a fortunate one in Onondaga county to have a unrestricted.

Washington county Submit a request and a reason why to carry CCW to the Sheriff dept . There was a time limit you had to have a permit before requesting CCW 3 or 5 years but Don't quote me on that part

Sorry I do not .To be honest I have not heard of any one denied but then not many people in the area talk about CCW or AW . Even at the local Gun club

I would say it is a 99% safe bet Washington County would be Yellow The Sheriff is a great guy and a simple letter requesting and a simple reason was all needed in several case I know about

Madison county just had a judge change. I think it's now restricted but after a year you can apply and have the restrictions removed. I've also heard of people still getting unrestricted right off the bat but the two I know of were prior military so IDK if that played in.

Ulster County needs to be yellow. Normally from start of application to completion is ~ 12 months. Lately seems only very few get full carry off the bat. You are required to go to an NRA certified live fire class and at that point request to have the restrictions lifted.

Oneida should probably be yellow -- at present times, only about 10% of applicants get unrestricted permits to begin with. Don't know what the magic words are that those people use on their applications.

Westchester isn't 100% a no-go. I know many people who have received full carry permits, simply by applying for it. It really is all contingent upon what judge's desk the request lands on. There are a few pro-gun judges, but sadly more anti-gun. Someone once gave me a great piece of advice in regards to the Westchester situation. He said the reason most people don't get a full carry is they don't apply for it. I applied for mine and got it. I do not own a "cash" business, I am not retired LE, etc. Several people I know who can write a good letter also received theirs. There are ways to do it. but simply sending in the amendment request stating "I want my full carry because IT'S MY GODDAMN GOD GIVEN RIGHT AS AN AMERICAN", doesn't always go so well in a mainly democrat/liberal county like ours. Not that I disagree with that reason, but some serious thought and reasoning must be put into the request for an upgrade.

Here is what I have so far.
Green - Basically everyone gets a full carry right off the bat or the time required to have your restricted permit is less than a year with no training requirements.
Yellow - Full carry can be attainable, but you may have to jump through some hoops (wait over a year, take training classes).
Red - No chance for us peons.

Ha! Maybe. It's sad that the state (mis)handles it this way. The entire "permit" process in this state makes no sense at all, especially counties like Westchester.

Saratoga and Schenectady are yellow!

Both require a classroom and live fire after having license for one year.

Dutchess County only issues unrestricted/full carry permits. Normal NYC restrictions apply.

The amazing thing about this whole situation, is just how utterly wrong it is. I really hope that someday our crazy and unconstitutional laws here get struck down, and, - at a minimum, - we at least change to "shall issue" rather than dealing with all of the bullshit imposed by Napoleon types in every little area wherever they can inject their personal prejudices.

A case in point: when I applied for my CCW, and the Erie County PPO laughingly told me that it would be at least a year, I complained that they were not following the law in NY that gives them 6 months. They in turn complained to my local PD , and my local chief actually recommended (in writing, - I have a copy of his handwritten note) that they deny me because if I didn't "respect the process, and the 1 year + timeframe", then I didn't deserve a permit!

The other thing about that is that I found out that at the very same time he was trying to get me denied, his PD wanted to get CCW's for their civilian dispatchers (who, incidentally, sit behind concrete block walls, bulletproof glass, and are surrounded by armed officers as well), and when the PPO told them that the dispatchers permits would also take more than a year, THAT MY LOCAL PD COMPLAINED BITTERLY TO THE PPO ABOUT THAT, AND PRESSURED THEM TO GET THE DISPATCHERS PERMITS EXPEDITED!

Sooooo, when a peon like me complains, I need to be denied, but when some privileged civilian employee is facing the same delays, they are entitled to special treatment.

The judge saw through that BS, and I got my permit. As for the chief, well, I know the members of this forum know what I could write here, but won't.

Genesee County should be Yellow. Permits are initially issued with restrictions. After 5 years the just will remove your restrictions as long as you are in good standing (keep your permit up to date, and stay out of trouble) and fill out a request form. I haven't heard of any one who has applied after 5 years get denied. The Judge also hinted that there was a slight possibility to get them removed before 5 years but his body language told me that this was very rare...

Permit took 10 weeks from the day I handed in my application till the day I had my permit in hand.
