The black market is still prevalent but not near to the extent that it was before legalization. Hypothetically if I wanted a prostitute, I would personally chose the one that works in a clean space, is regularly tested, and is somewhat accountable for their business. It's the same reason I don't put a steel bowl on my head and let my fiance run the clippers. Yeah I'm sure she could do it, but it would be much better at an actual hair stylist.

Apply it to drugs. You can buy recreational cocaine that is tested for purity, packaged and sealed properly, and doesn't require you to visit a violent place in the city to purchase. OR you can buy the cocaine that has been cut 50 times with who-knows-what and put your life in your hands.

Yeah you can never completely eliminate a black market, but you can allow legal businesses to compete and drive them into obscurity. That's exactly what happened with alcohol and is still happening today.

We've also had about 100 years since prohibition to commercialize & mass produce it and make it impractical to distill your own liquor. Give it a quarter of that and Marijuana will be in the same boat. NONE of this gets to happen overnight and I think legalization is a positive step towards ending the drug war.

Netflix has an interesting series called 'Murder Mountain' that is about the history of growing weed in Humboldt County, CA. It's taken from the point of view of LE, illegal growers (who don't support legalization), and growers who are on board with legalization. It's pretty interesting, especially when a grower who says he fully supports legalization almost has his entire crop destroyed because an employee couldn't find the farm's licenses. There was so much paperwork needed that it was all stored neatly in a 3 ring binder. The costs for them to be legal are outrageous.

When this covid shit is over and things get back to normal,go into Great Barrington and watch the lines at the dispensary.90 out of 100 people lining up have gray hair, you'll realize it wasnt your generation that discovered weed.It was eye opening, first because of the amount of people that use it and then the age of the majority.One day when I was talking with one of the very happy cops working the detail,it was an OT post for them,there was about 200 people lined up to get in.He told me the line never decreases and every night before they close they turn away a full line of over a hundred people.I'm convinced that those of us that dont use it are in a serious minority.

Well in its hidden form of reparations, the plan is to reimburse the minority community for years of law breaking by giving a portion of the proceeds to those communities because of the supposed systemic scales of Justice being weighed against the minority.

So be prepared that a percentage of dispensary permits will be set aside for minority owners, and in all probability, those minority owners be given free $ in order to establish their business. I'm sure Banks will be directed to provide accommodation to minority dispensary businesses as well.

I think what it is with liquor is the cost of the equipment vs the ROI is not there on liquor. Add in the commercial liquor is much better/cleaner tasting there is no need for too much black market liquor. If you go to the south in the mountains there is much more black market liquor plus there are dry counties that have black market liquor. It’s more of a need.

I’ve personally seen real bootlegged untaxed liquor. I’m not in the drinking scene so for me to run across it I’m sure it’s fairly prevalent. I haven’t had more than 5 drinks in 10-15 years. Even then it’s half or quarter of a glass. It’s not in the city’s much but it’s out in the sticks. People still do it all the time.

So they will create a new bureaucracy for this to regulate the shit out of it and then use the revenue to create new programs for people of color.
Such bullshit. A bunch of political cronies will bleed the Dept. of Weed of most of the tax income from it with their salaries. The rest of the funds would go to some half assed programs for the POC, Said programs will probably require more bureaucrats to oversee these programs further bleeding the coffers to fund their phony-baloney jobs. The weed tax will have to be raised to a level that is so large that sales are stifled and there is actually less revenue to run it all. Rinse and repeat for a few cycles. Meanwhile revenues have dropped to the point that the do not cover the expense of the Weed Bureaucracy (which can never be downsized or eliminated), so it will need outside funding so taxes earmarked for other services will be diverted and/or raised and reduction of actual beneficial programs will be reduced. The people of color who the weed funds are supposed to help will get little to nothing for all this. The users of the weed will avoid paying the enormous tax as much as they possibly can by either growing their own or buying it from weed shiners. Unlike making alcohol which is a much more difficult endeavor than growing marijuana there will be a huge underground market in illicit weed. I'm all good for weed to be legal but the government running it will be a monumental failure. As the current plan unfolds you can see all the politicians licking their chops over more citizens money coming in for them to steal and mismanage. Soon the infighting over weed revenue allocation will begin. NYS already runs at a deficit yet no one is talking about using any revenues to fix the budget. This will be a monumental failure as the Government of the state is INCAPABLE of running anything efficiently and weed is too easy to grow.
