As per the ATF, an 80 percent completed receiver is considered a firearm by their laws and completely legal to own by a non prohibited person. So you are not violating federal laws if you build this.
NY law however defines a firearm as
3. "Firearm" means (a) any pistol or revolver; or (b) a shotgun having
one or more barrels less than eighteen inches in length; or (c) a rifle
having one or more barrels less than sixteen inches in length; or (d)
any weapon made from a shotgun or rifle whether by alteration,
modification, or otherwise if such weapon as altered, modified, or
otherwise has an overall length of less than twenty-six inches;
So what is this? A pistol you might say? If it's a pistol then it's a firearm. Right? Maybe not.
In order to be convicted of Criminal Possession of a Firearm in NY, the firearm must be OPERABLE.

So if you build this and keep it at home unassembled with a slide not attached to it, it isn't an operable firearm by NY standards.

I dealt with an old guy the other day who wanted to disable a Browning semi-auto shotgun he said he had for 50 years so that he could let his permit expire. I begged him to let me buy it so it would still see use. He decided to take it to a gunsmith to "legally" disable it.

Why would some old guy want to disable a gun and spend money doing so when right in front of him is officer Friendly who is

Crazy shit just happened in a Wendy's parking lot as i was putting my kids in car.
Some guy came flying in reverse, crashed into two cars behind me then tried to come forward at me but got stuck. I had already shoved the kids into the car as soon as I heard him coming. I couldn't pull my car forward so my only option was to wait to see if he got free. I wanted the kids in the car so at least they'd be protected, then I stepped aside and was 100% prepared to open fire if he broke free and started coming towards my car. Thankfully he got stuck. Once i knew he was stuck good, I jumped in the car and peeled out of there without even putting their belts on.
I found out what cops responded and called them. The guy swears he lost control of his car. I'm telling you, at the moment I was there it looked like a hit straight out of Hollywood. One of the cars he hit was occupied, and I can't deny that I live in mob-country.
Just glad my kids didn't get hurt and I didn't have to make any quick decisions I might regret later to protect them.

As I said before I have never heard of anyone loosing their license for simply carrying on a restricted license.
Nor have I ever seen any case law where a permit holder using sound judgment and going about his daily business
ever lost his license.
I was trying to point out On page 8 section C of my link the explanations one might use if ever questioned as to why they are carrying.
As you said there is no such thing as a restricted permit...... If you know the Law.
Because permits are administrative they give the judges more leeway to mess with peoples rights. When one considers the 14th amendment
of our worthless constitution it seems unlawful that one person living in one county gets a restricted permit and the other county gets a full carry.

And the 2nd circuit ruling made it apply to very state in the 2nd circuitNY(UN)SAFE originally called out 7 round magazine limit. Judge Scratchy Balls ruling overturned that in the western federal court district of NY, "allowing" us to carry 10 rounds when in those specific counties that are basically west of Rochester. Supposedly, NY State Police have said they will go along with allowing 10 rounds across the state.
