As per the ATF, an 80 percent completed receiver is considered a firearm by their laws and completely legal to own by a non prohibited person. So you are not violating federal laws if you build this.
NY law however defines a firearm as
3. "Firearm" means (a) any pistol or revolver; or (b) a shotgun having
one or more barrels less than eighteen inches in length; or (c) a rifle
having one or more barrels less than sixteen inches in length; or (d)
any weapon made from a shotgun or rifle whether by alteration,
modification, or otherwise if such weapon as altered, modified, or
otherwise has an overall length of less than twenty-six inches;
So what is this? A pistol you might say? If it's a pistol then it's a firearm. Right? Maybe not.
In order to be convicted of Criminal Possession of a Firearm in NY, the firearm must be OPERABLE.

So if you build this and keep it at home unassembled with a slide not attached to it, it isn't an operable firearm by NY standards.
Now this guy claims to be turning 39 so he ain't retired yet but he sure post a lot during Office hours. Now ask why a Police officer

I dealt with an old guy the other day who wanted to disable a Browning semi-auto shotgun he said he had for 50 years so that he could let his permit expire. I begged him to let me buy it so it would still see use. He decided to take it to a gunsmith to "legally" disable it.

Crazy shit just happened in a Wendy's parking lot as i was putting my kids in car.
Some guy came flying in reverse, crashed into two cars behind me then tried to come forward at me but got stuck. I had already shoved the kids into the car as soon as I heard him coming. I couldn't pull my car forward so my only option was to wait to see if he got free. I wanted the kids in the car so at least they'd be protected, then I stepped aside and was 100% prepared to open fire if he broke free and started coming towards my car. Thankfully he got stuck. Once i knew he was stuck good, I jumped in the car and peeled out of there without even putting their belts on.
I found out what cops responded and called them. The guy swears he lost control of his car. I'm telling you, at the moment I was there it looked like a hit straight out of Hollywood. One of the cars he hit was occupied, and I can't deny that I live in mob-country.
Just glad my kids didn't get hurt and I didn't have to make any quick decisions I might regret later to protect them.
Will... here he states.... Once i knew he was stuck good, I jumped in the car and peeled out of there without even putting their belts on.
That might be what average Joe citizen would do but not a officer.
