Start with it's purpose - play thing, hunting, competition, something else ? Decide caliber. Then choose the barrel length, profile, twist, and manufacturer. Furniture is driven by both function and aesthetics. Lower receivers have fewer options to concern yourself with, but there are choices to be made there too.
The biggest problem is making all those choices. Quality concerns and cost have to be watched as well. You can easily build a rifle from the ground up for $1000. Then again, you can easily spend $ 2000 building one. It all depends on what you want to do with it.
