It depends on what you want it for. Just looking for a 2-3 MOA blaster? Buy cheap. Just be warned that if you decide you want accuracy, you'll spend more in upgrades.
You want a half MOA target rifle? Take your time and buy quality components. Spend the most on a quality trigger, barrel, and optics. Build it yourself. You'll learn a lot and have pride in the final product.
If you were closer, I have most of the tools and would help you.
I'll edit to add that my very first build, I did the lower and bought a complete upper. I've since rebuilt that one.
Since then, I've built 4 or 5 for others and 5 for myself. Complete builds from parts.
My most accurate is a 16" 6.5 Grendel that is constantly 1/2 to 3/4 MOA at 100 yards with factory ammo.
My most expensive is my 6.5 Grendel side charge pistol. I'm guessing 1200+/-.
