Whatever, if anything, that makes it easier for lawful concealed carriers to carry nationwide without this hodge podge of permits and confusion, our communist leader will be sure to either not honor it or ram through some kind of contrary measure to prevent "his" subjects from taking part. S. 446 is at 37 cosponsors out of the 51 (60 realistically speaking) needed to pass.
Which if H.R. 38 passes and goes to the Senate, that would mean a good estimate of 37 already willing to vote yes on it (+/-). Or if S. 446 passes first and goes to the House there would already be 200 votes (Again +/-) to pass that one.

To me it's a good thing. Fewer anti-gun stooges and FUDDs to call their senators and bitch. That means WE get to call them and bitch, first! I think the support for this measure really picked up after Scalise was shot. I seem to recall it sitting around 100 or so co sponsors for the House bill, and now all of a sudden it's at 200.
I did some research into where HR38 is stuck, and here is what I found. When it was introduced back in January, it was assigned to go through the House Judiciary Committee, but more specifically, it is sitting on a sub committee, namely: The Subcommittee of Crime, Terrorism, Homeland Security, and Investigations.
So, WTF gives? Why haven't they done anything with it? The subcommittee has 16 members, 9 Rep's and 7 Dem's. I'm going to write and call the offices of the 9 Rep's for all of the good is will do..., and ask them point blank: What the hell is the holdup???

Pros and Cons on the national reciprocity. You have to look at the state you're a resident from. If you're from NY, CA damn near anything looks good. If you're from a state that requires no permit, you might end up with a permit requirement. Ying and yang.

If national reciprocity is passed, I will be relocating my happy ass to PA immediately, even if I have to rent a postage stamp of land and stick a mailbox on it. Mostly, I want it to pass in order to give two middle fingers to NY, NJ, MD and DC.

The only cons I see are that it would likely not go far enough. As for people from states that now have Constitutional Carry, most if not all of those states have left their permit process in place for people that need a permit for reciprocity with other states. So, I don't see any downside there.
If it were to pass, and allow me to carry in those states that refuse pretty much any reciprocity, that is a positive as far as I am concerned. And if it gives the anti gun fuckers a massive case of heartburn when additional carriers begin carrying in their little anti gun fiefdoms, - well, all the better!

And the Senate has their own bill similar to the House. It currently has 37 cosponsors. And would be safe to say that that means 37 that most likely would vote on the House bill if that passes first

H.R. 38 (The House Bill) is the one we want. It'll render the Sullivan Act in NY meaningless. A NY resident will be able to carry in NY including NYC and out of state with an out of state non resident license.
The Senate Bill (S.446 ) however has specific language that requires you to have a home state license. A NY resident with a restricted license will be able to carry out of state unrestricted but will be only able to carry in NY restricted with his or her NY license. NYC will still be off limits with a NY license whether restricted or unrestricted.

I just worry if the House Bill as you describe isn't to bitter a pill for the antis to swallow. I further worry that if the House Bill fails to get through it screws the pooch for further attempts. But if it is the House Bill that finds its legs first than so be it.

The House Bill also gives you reciprocity with the standard capacity magazine of the gun you are carrying and the ammunition in the gun itself. The Senate Bill provides no such protections.
