The house does not have a filibuster, it only takes 218 to pass anything they want. Where are you getting the 60% rule for the HoR?As of June 21st 2017 the house bill had 199 cosponsors (a bill needs 218 votes to pass, in short)
Then it goes to the Senate and would need 51 votes, then POTUS would need to sign.
At the same time the Senate has introduced their own, very very similar, bill which currently has 37 cosponsors
Granted both would probably be forced into the 60% rule which would need 261 votes and 60 votes respectfully
