Rifle plates would still be legal. It applies to the soft body armor that people who need protection on an EDC basis might wear.
In addition, someone like high targeted person like celebrity, politician or drug cartel witness who had verified threats against them could not put on soft body armor by this law but might qualify for a CCW under current restrictions.
I’m more concerned with the possession part of the law. But realistically, I think NY would lose in court on this one. Again, it bans it for people who are known to be at high risk who don’t have a certain profession. A law to register it might pass muster but not in its current formbut all the armor dealers will not sell to NY .. just like the AMMO stores ,, ... just because NY said so and they can't read the law .. ...

The people of New York State are hostage to the "people" of NY City who have to live an existence like this so they can feel hip and virtuous about living in the most diverse and progressive city in the world.

Steel is garbage. It's heavy. It doesn't absorb, rather deflects/destroys the projectile into spall. Build up layer only does so much. To me steel = shrapnel in an artery. Sure it's better then nothing I guess, but a stick is better than bare hands in a gun fight, doesn't mean I'd want a stick. Much better options are available for not much more. Standard AR500 Level 3 plates won't reliably stop M193 which is really common.
Level 3 steel plate (ar500.com branded) vs M193 below, spoiler it punches holes:
Hesco L210 is rated to stop both M193 and M855, which are far and away two of the most common rounds you'd ever face from a rifle in America. They cost under $200 per plate. They're also weight a lot less than steel.
Really? I never heard of that. I'm curious where you saw that or if I missed something. Not doubting you, but from what I've seen they are GTG.Hesco also has QC problems in the past.. I'd skip those and go with a different manufacturer

Stop acting ad if cops have any option in this craziness. The rank and file cops have no say in it. Many cops buy their own vests. The second we retire, it’s a crime( or 15 days later depending on the interpretation of the law) . Security guards too. But steel does have it's advantages.
Price being an obvious one, multi-hit capacity being another. I've got steel targets that have taken 1000s of rounds without failure. Try that with anything else.
L4 steel isn't much more than L3, I wouldn't bother with L3.
Ideally for an expedient economy solution I would say L4 steel under a cheap L2 vest. L2 may not stop much, but it'll stop spall just fine.
