The only thing the president pushed for 2a wise was theirs and red flag laws. He never really pushed for National ccw after his campaign. Now he’s backing down on the boarder wall and going to sign criminal justice reform. Seems like he’s switching sides to me.

Were bump stocks banned by the Senate and the House with a law? Which has a better chance of being overturn in the Courts a Regulation banning or a passed Law banning?

I don't "care" about bump stocks either but I do care about a regulatory agency rewriting the law and banning a previously approved device without compensation. The question now is who is going to step up and sue the ATF?
The 'right' way to ban bump stocks, if it was, would be for Congress to pass a law and either grandfather in those in circulation, or if they decided to go the lovely route of confiscating private property, buying them back at fair pre-ban value. This is a regulatory taking and if it's not afoul of the 2nd amendment it's afoul of the 5th.
It takes very little imagination to extend this to a future administration coming for our Ruger 10/22s. Washington state voters declared them evil assault weapons in the last election and made them expensive and onerous to own, essentially creating a registry.

And as you pointed out '68 was passed as a law and not the ATF doing. And yet here we are watching the ATF rewrite a law to include bumpstocks and what's this they arent the legislative branch..

Now what’s to stop the ATF to rule AR’s with a trigger pull less then 10 lbs are illegal to attempt to thwart the belt loop bump? Silly yes but possible.
