If this is true, then how come people in counties who put restrictions on permits can't get an unrestricted permit in a friendlier county?
I should add the state didn't make that claim for Joe Schmoe that wants to go shooting upstate, they made that in response to the plaintiffs who did already have summer homes and wanted to take their pistols on their NYC permit there.
