I am doing fine without any permits. Permits is not something I wish for. I would rather be under the radar than on a leash.

I made the mistake of taking his words literally when he said he would defend Tom and the work of NYSRPA staff "without hesitation".
I guess maybe he meant "without hesitation... unless there's a long weekend."
