Orange County Amendment Time

I have it worse, submitted mine 2 weeks ago a old smith revolver and while waiting I researched the gun and noticed the serial number looked weird so went back a found out they gave me the wrong number. So the clerk told me wait until it comes in the mail go back and resubmit the amendment. Won't see that gun for awhile

Well.....5 weeks and 2 days.
AND.......that's after it was mailed TWICE. Last time I was told on 24th. 6 days for same town...........

THIS, THIS SO MUCH THIS!! They're running for re-election and now is the time to mail, email, call, or otherwise generally remind them we are gun owners and we vote. This entire process in this county is ridiculous. After jumping through all sorts of hoops and passing a rigorous background check to get a license there is absolutely no reason it should take anything but a trip to the clerk's office, a rubber stamp on a piece of paper and you should be able to walk out with a temporary amendment paper for you to carry and a voucher to hand over to the FFL to carry out your pistol.

Tuesday evening the Monroe Chester Sportsman Club in Chester is having a question and answer Town Hall with Annie Rabbit and the OC undersheriff about the unacceptable pistol permit and amendment process in OC. This is an opportunity to get them to hear our plight.
If anyone who isn't a club member wants to attend LMK. Each member is allowed to bring a few guests.

As per the Clerk and Under Sheriff:
-Its not the County Clerk's fault.
-Its not the Sheriff's Office's fault.
-The Record newspaper is unfair.
-Judge DeRosa was wrong for talking to the Record.
-Any delays in processing amendments are the judges fault.
-The Under Sheriff believes you should be on a watch list if you buy ammo for a gun you don't own (his words paraphrased)
As per comments from the audience:
-Lying and apathy are rampant at the Clerks office (verified by my personal experience as well as anecdotal accounts posted here and elsewhere)
-Most of the judges are processing amendments quickly - same to next day (verified by conversations with judges and friends who work in the county court system)
My takeaway...
-The clerk wouldn't give a specific turnaround time for paperwork through their office.
-The Under Sheriff wouldn't say how many fingerprint appointments they schedule for a day (but it's a stack this big!!!)
-No specifics on what has been done to increase capacity (lots of retired NYPD working per-diem)
I don't think Annie Rabbitt has a firm grasp on what is going on in her office. She's aware of complaints and delays, but I really don't think she is aware of what her staff does and how they treat their "customers". The debacle with the Clerk stamping permit amendments was due to her incompetence and the Sheriff's Office's arrogance, and not having the decency or forethought to get the OK from the judges who's authority they tried to usurp (for those who don't know, judges value their discretionary authority above all else). I didn't appreciate the whining about how unfair the newspaper and Judge DeRosa were.
Ken Jones is a scumbag. He will talk like a big shot supporter of individual rights...for a while. Then he regresses into the kind of heavy handed 'police first, citizens last' mentality once he veers from the crowd pleasing buzzwords. I saw this first hand when I took one of the classes offered by the Sheriff's Office. When he was reading from the power point, he said anyone who has a permit should carry whereever it is legal to do so. During a break, I brought this up and that as a County employee I can't carry at work - his response was a very aggressive "Why do you need a gun at work?" I don't trust the man one bit.
I'm probably a bit jaded and feel like I might have let my opinion shape what I got out of the meeting. If you were there, let me know if I'm off base with anything here.

- it would cost the state $2 billion to create the pistol permit database. When I asked him if that would be the cost after we the permit holders send our permit data (and then some, ie: DL #'s) to the NYSP he admitted we were doing the work for them.
- he also said it would definitely be used by the police as a cross reference with drivers licenses.
- in addition he said the database would be used for the ammo BGC.
- I implored the club membership to send in their renewals on paper as opposed to online thereby increasing the workload of the NYSP. It seems a large number of members (likely FUDDS) have already sent theirs in.
I believe Annie Rabbit is in our corner. Did she go about trying to improve the amendment process the wrong way? Possibly, because the judge that went ballistic publicly, obviously took umbrage with her attempt to circumvent his authority. However, that being said, her intentions were good and definitely in support of the 2A crowd.

So it sounds like it was a "pass the buck" session when it cane to the unacceptable time we wait for an amendment. I'm going to send Annie an email asking why our system can't work like other counties that hand out a voucher or that allow the pistol office to look at your paperwork, stamp it, and send you back to the store to pick up your pistol. Even Suffolk county people can get it done in a day. Our current system makes it impossible to purchase a pistol at a show and get a good deal too.
