As per the ATF, an 80 percent completed receiver is considered a firearm by their laws and completely legal to own by a non prohibited person. So you are not violating federal laws if you build this.
NY law however defines a firearm as
3. "Firearm" means (a) any pistol or revolver; or (b) a shotgun having
one or more barrels less than eighteen inches in length; or (c) a rifle
having one or more barrels less than sixteen inches in length; or (d)
any weapon made from a shotgun or rifle whether by alteration,
modification, or otherwise if such weapon as altered, modified, or
otherwise has an overall length of less than twenty-six inches;
So what is this? A pistol you might say? If it's a pistol then it's a firearm. Right? Maybe not.
In order to be convicted of Criminal Possession of a Firearm in NY, the firearm must be OPERABLE.

So if you build this and keep it at home unassembled with a slide not attached to it, it isn't an operable firearm by NY standards.
