All large buildings in Russia which have deep basements were labeled with shelter signs. Even smaller and old buildings had deep basements which were subdivided for storage use, these could be used in a pinch. Moscow and St. Petersburg have extensive and very deep subway system, which were already used as bomb shelters in WWII. This in addition to numerous underground tunnels like we seen in Mariupol.

Fallout shelters are about as useful as a crocheted covid mask. They make some people feel better, but that's about it.
After the initial holocaust in a nuclear war, the fallout isn't your primary concern. It isn't too hard to deal with.
