What have we seen in iraq, though? 1991 Iraq military fifth largest in the world. 950k troops, 5500 tanks. Experienced military after years of fighting Iran.

repel? maybe not. cost them? yes. the fight will get harder the longer they sit as weapons and volunteer's keep pouring in and defenses are set up . Look what they have done so far, it doesnt get better it gets worse.

There is a type of EMP generator powered by conventional explosives.

But EMPs require insane amounts of power to generate, and the range scales as the cube of the power.
So, to double your range you need 8x the power input. Detonating a conventional explosive generates a lot of instantaneous power, more than any other non nuclear process we know about.
A conventionally powered EMP device that's a deliverable weapon (as opposed to a building) is limited to a few hundred yards range simply by the power available.
They are not really a longer range weapon than just blowing stuff up. Their advantage is in lack of collateral damage, and the fact that repair is much easier (replacing electronics is much easier than repairing something destroyed in an explosion).
So, either they dropped so many EMP devices they might as well have been 500lb dumb bombs, or something else happened
