Its only a states rights issue if not specifically outlined in the Constitution.....which the 2nd amendment is.
The state has NO right to infringe on a constitutional right.
Before 2010 ( McDonald v Chicago ) the 2nd Amendment only applied to the Federal Government thats the facts !
To clarify I believe the problem really stems from the republicans in congress. They simply would never pass a nationwide receprocity bill. If they did I believe Trump would sign it. But he knows the goddam RINOs in congress would never let such a thing pass. So this is an empty promise.

Well that is true but defending the 2A was not suppose to be a passive initiative, at least when it was time to collect votes.
A lot of things could have been done negotiating but we got to be the red cabus of the train.
