Even for things that are "off the shelf" there can be a great deal of difference between a good merchant and a bad one.
For instance you'd think a McDonald's hamburger would be the same everywhere. But it's not. There are some places where they are decent and others I'd worry feeding it to my dog.
We are talking about the most elementary "safety (that you should already know) / "this is how you fill in the blanks" class. I'm not saying his other classes are shit. I'm saying the mandatory "don't point a gun at someone, and print with black ink" classes are pretty goofy and my biggest point of it all is: It doesn't matter where you took the class, as long as you took it. Your application will be processed exactly the same way with the same outcome. That is all.

But, this is NY, judges can approve or deny applications for any whim. You can get denied because they don't like your penmanship.
Also, these classes do include a lot of very important information for a new gun owner. I can see a world of difference between the quality of instruction on use of force between a good class and a "well, it meets the requirements" class for instance.
Just because they are basic classes doesn't mean the quality doesn't matter.
Westchester county goes out of its way to make the process extremely annoying and difficult. I’m pretty sharp and I checked everything twice and did it myself, and it was fine, but if you make one little mistake they will deny you and make you wait months to re-apply. So if you are good enough to follow ten pages of directions to fill out thirty pages of application and not make any mistakes then you’re good to go. I could see how someone would want to pay a guy a few bucks for extra help. I paid $100 and got a certificate that got me a pistol permit. Nice guy. But I’m good at following directions and filling out forms. $75 extra for some hand holding could be worth it to someone. YMMV.
Citation for “denial on a whim or penmanship” please. The same people that scream “restrictions don’t matter“ are the ones who also claim the permit can be denied or revoked for the most ludicrous and ridiculous reasons. Where is the proof? Can’t have it both ways.

thanks all. i have registered to take class needed for permit.
this 4 character reference thing was bugging me, i called the pistol permit unit, detective i spoke to over the phone, out of state character references are ok, if you have moved to westchester or dont know anyone
permit application says nothing about typing in the PDF and printing out. only time i may have to use pen is to sign after i print completed application.

Glad to hear you got a guy who is reasonable and willing to accommodate you with the references. Just be sure to use black ink on the application. That is, after all 50% of the curriculum of the class you are forced to take to carry a gun.

i am not sure i am going to get the same detective when i make an appointment. i was just asking for information. just hoping whoever is assigned at that time to go over application is nice and consistent enough with the information given to me.
I know around here they require the permission to use outside references be provided in writing from the police department when you submit, but if they didn’t tell you that they must be easier to work with than my county is.

I'm in Westchester and I used one reference from another county in my application. I didn't use anyone from out of state. When you submit your paperwork, they'll definitely let you know if there's a mistake. The only issue is that if it's any more than a tiny mistake, you risk them saying "no, this isn't right, come back in a month or two". You really need to make sure your application is squared away before you submit it.
I typed out the application like you plan to do. The only handwritten parts were my reference's letters and the dates/signatures so far as I can remember.
As for the appointment itself, all you do is drop off your application. Nothing more than a county-mandated waste of your time.

Seems to me like you're only supposed to use one attachment which would be for the permit you're applying for. It looks like you are trying to apply for multiple permits.
Also it says
"Please refer to the Pistol Safety and Information Handbook for Westchester County when completing this form".
I would suggest you do that.

I just scanned the handbook and found they took out Sportsperson.
You can call the County Clerks office and ask if you can use the generic form and write in Sportsperson.
If not, since it is your first permit I would just try for target.
No need to fill out the others.
All permits are concealed carry. There is no open carry in this state.
You will store the pistol at your home so there is no need for a premise permit.
You will never get a full carry, don't even waste your time.
After a year with no incidents you can try for an upgrade.
