Not everyone who wants a pistol permit is the type of person who is great at examining an intentionally vague, dense, confusing handbook in a process designed to keep people from exercising their rights. So read it really carefully three times; or; pay someone to help you, otherwise you're wasting your time because they will reject you and you'll have to reapply in a year.

In Westchester County I've heard horror stories from instructors where permits were denied for using the wrong color ink on the application.
My Westchester County permit took me seven years to acquire, specifically because they had always required all the references to live within the county, and I was a transplant to Westchester so I didn't know anybody. It took me 6 years to find enough people that I feel comfortable asking to vouch for me on a permit. When I went to turn it in they told me my paperwork was expired and I had to start over, that's the kind of crap they do in Westchester.

Because, as alluded to in the prior post, they don't know how to read! Most all applications state that it MUST be filled out in black (is that a bad word these days?) ink. If one can't follow printed directions they get what they deserve even if the process is a clusterfuck.

Reading directions is not designed to be a deterrent. Many other parts of the process may be, but if one can't read than that's the applicants problem.
The STATE forms state clearly in large letters BLACK INK ONLY. If that instruction cannot be followed I can only imagine what other trouble someone might find themselves in.

I second the recommendation not to go for Full Carry right off the bat. It's tough to get it at all in Westchester. I would definitely call and ask if they would accept an application for a Sportsperson restriction. That encompasses hunting, target shooting, and basically all outdoor activities (camping, fishing, hiking, etc.). However, you have to give them specific reasons why you need a handgun for outdoor activities other than (but can also include) hunting and target shooting. I had a friend of mine apply for Sportsperson and talk about target shooting and hunting in the explanation justifying his sportsperson restriction, so lo-and-behold, they issued him a license, but with hunting and target shooting restrictions instead of sportsperson like he wanted.
If they don't let you apply for Sportsperson, apply for both the Hunting and Target Shooting restrictions together – you don't have to pick one or the other. That means fill out both restriction forms and give specific reasons why you need a pistol permit for each activity. When you write it, remember that the county isn't asking you why you "want" a handgun for those activities, but why you "need" one. A shame that we have to plead for why we "need" to exercise a practice enshrined in the Bill of Rights, but that's how it is here.
Finally, follow the guidebook to a "t". If you don't understand the advice you're getting here, get help from a pro. Seems like Onsite is a well recommended and trusted resource. Even if you don't go with them, ask at local gun shops or whatever other safety class you do end up taking. Many places offer services like reviewing or helping you prepare your application.

Perhaps they changed it, when i did my permit it was Full carry, Premise, and employment. It was Full Carry (with restrictions). But the point is the same. It can be confusing for applicants because we are told that its not likely to get "full carry/carry concealed" in Wastechester so some people look for another option to avoid getting rejected completely.
The instructions on a couple page application are a far cry from complex trials and litigation. Your silly point has no correlation.

No. I think if they cannot heed the clear instructions in large upper case letters on the top of the form that states "USE BLACK INK ONLY", then they may also have a hard time reading and understanding Article 35. Carrying a deadly weapon without having an understanding of the laws regarding such could have catastrophic effects.

I don't want to confuse it for him or us, so I looked up the most recent forms to be sure and attached a screenshot. Right now, the statutory categories and the options on the application with instructions to select one are "carry concealed", "possess on premesis", or "possess/carry during employment". I circled them in red on the screen shot.
If you check the box for "carry concealed" like it looks like OP seems to want, you write in the restrictions you're going for like "target shooting/hunting" in the box 2 spots down where it says "A license is required for the following reasons:". Then fill out the extra restriction forms "target shooting", "hunting", maybe "sportsperson" if that still exists. In those forms is where you elaborate on why you want a handgun to target shoot or whatever. "Full carry" is a separate option you can write in that box and then fill out the full carry form if you're trying to have an unrestricted concealed carry permit that lets you carry without connection to any specific activity or group of activities. If you apply for "full carry", you do not also apply for "hunting" or "target shooting".
To make it clear to OP, selecting "carry concealed" doesn't necessarily mean it's a difficult license to get. If you apply and say you need a license for target shooting and/or hunting, that probably will get approved if you have a clean record and nothing in your background investigation raises any flags. I've never heard of someone with a clean record getting outright denied for a concealed carry restricted to target shooting and/or hunting.
The subcategory that IS difficult to get in Westchester is if you select "carry concealed" AND apply for "full carry", which means your license has no restrictions and you're allowed to carry whenever and wherever it's legal to do so. If you apply for that, you have to provide a compelling enough reason that it convinces a Westchester judge to say "yea, that's a good enough reason for me to allow this fine citizen to carry a concealed handgun basically anywhere in the state, whenever he wants". Not only that, but a Westchester County Public Safety Captain also reviews your application for full carry and gives their opinion to the judge on whether they think you should be issued a Full Carry license, though they just give their opinion, it's the judge who has the final say in the matter.

Well damn, that hunting attachment is pretty detailed in the info it asks for. I guess you shouldn't tell them that you're planning on using a PPK/S in .380 ACP to hunt deer in Yonkers at a range of 200 yards.

When you call for your appointment, they will schedule you for an appointment months and months from now. When I did it, it was like 10 months away. Their goal is to delay, delay, delay and hope you give up. That's why they ask you a bunch of questions and then no matter what you say tell you to call back anyway.
You should just tell them yes, everything is ready, you have everything you need, let's make an appointment. It makes no sense to get everything together and then wait for months, when you could use that time to get everything together.
The "appointment" isn't an interview or anything. It's just for you to drop off your paperwork and get fingerprinted.
