You need the semi auto endorsement to take possession of them as of now. Sucks but it’s the truth.
only if bought in NYS ..

Actually not only if bought in NY. I believe it is written as transferring or taking possession of one after 9/4/2022 and if NYS is your state of residence you’re assumed to be taking it home with you and therefore an out of state FFL can no longer sell you one. A carve out for borrowing one has been made…. For now.only if bought in NYS ..
Can you sell stripped lowers to someone from NY - assuming they have the semi auto rifle on their permit and are over 21?False. I can sell NY compliant long guns to NY residents and ammunition as well. I cannot sell any semi-auto rifles unless you have your pistol permit with your amendment and you are 21 years of age an older.
In my experience no. Pre unSafeAct it was not possible in PA. The reason is the stripped lower could be built to become a pistol. So tradition is from historic federal law.Can you sell stripped lowers to someone from NY - assuming they have the semi auto rifle on their permit and are over 21?
Handguns, frames, receivers and firearms (e.g. Mossberg Shockwave) has to be shipped to your dealer in the state you reside in by federal law, long guns do not.Can you sell stripped lowers to someone from NY - assuming they have the semi auto rifle on their permit and are over 21?
Man it’s almost like an individual could drive to PA or Ohio and buy as much bacon as they like, stop at a shipping company in that state and mail their recently purchased bacon to themselves back home, and then drive back with an empty vehicle. If you're going to bringing home bacon from out of state. Stay off the Thruway and leave the Thruway EZ pass with someone else. Have an out of state bacon permit if you have one. Any bacon you purchase is strictly for personal consumption.

if the federal government could not stop booze during prohibition, if nys government can not stop fireworks or drugs, makes one one wonder how effective the would be against stopping anything else.
But....but.....but....isn't it legal to buy bacon out of state, and bring it home to NY (for now, at least)? That's my question.

Yes for heavens sake you can buy AMMO OUT OF STATE AND BRING IT BACK. THERE ARE NO ROAD BLOCKS OR CHECK POINTS. Its lts all paranoid fantasy at this point.
I don't think that New York gun owners are paranoid, they just realize that they are on the slipperiest of slopes. They fully expect that at some point the New York State Government will pass a law(s) making it illegal to transport ammo across state lines. I wouldn't call that a fantasy, I would call it good reasoning that's based on the New York State Governments anti-2A track record.Yes for heavens sake you can buy AMMO OUT OF STATE AND BRING IT BACK. Thanks God, some common sense. I’ll let you know if the Gestapo arrested me in a few hours for bringing back some shotgun slugs from TX to NYS.Yes for heavens sake you can buy AMMO OUT OF STATE AND BRING IT BACK. THERE ARE NO ROAD BLOCKS OR CHECK POINTS. Its lts all paranoid fantasy at this point.
Correct but we are not there YET, YET. We will be but it’s legal now and the fear mongering does no one any good. They better have a search warrant or probable cause, if not you can get your IRA fully funded! They know that ammo deliveries for NY'ers are being made elsewhere out of state and being driven to an undisclosed location... . Expect your trunk to besearched, like fireworks. They may make ammo illegal, next...
I’ve been pinned down by bottle rockets. Does that count?Has anyone here ever been firework pulled over?

funny thing is I hear about all these stops and traps that were or are set up for fireworks, I’ve even heard people say the NYSP set up on high ground and watch people with binoculars go in and out of firework stores in PA to pull them over. You know I’ve been on this earth for 43 years and up until a year or two ago no fireworks were legal and I do not know of one person that was ever pulled over for fireworks. Erie is a big stop for this and about 1.5 hours south of me. Many people from my area go there to buy fireworks. Never heard about it on the news either.
