Delegates are elected 3 per Senate district, an additional 15 are elected at large. There are 63 NYS Senate districts 34 to 35 of them lean right. This is why Cuomo, Speaker Carl Heastie and Senate Majority Leader John Flanagan are opposed to holding a constitutional convention because the math is not in their favor.

Myth: Supporters of a “yes” vote hid the Convention referendum on the back of the ballot so that fewer people would see it.
Fact: Convention supporter Evan Davis, representing the “yes” coalition, sued the New York State Board of Elections to force the referendum to be printed on the front of the ballot. Very tricky question. On the surface, it seems as if YES would be a good thing-a chance to fix the wrong things in the Const. Of course the power brokers want a YES vote because THEY will make the changes, not US.. Fact is, REPRESENTATIVES will make (or propose) the changes, not the PEOPLE. Would make much more sense if the actual proposals to change the Const were put directly to a state referendum (directly to the people) instead of representatives. If actual changes were to be voted on by direct referendum, then YES to a Con Con. As it is, reality prevails, and representatives will be making the final changes, not the PEOPLE, so NO is the reply given to the Con Con question. There are no friends in Albany on the side of gun rights (or very few). If changes are made, brace yourself for further PERMANENT restrictions. There is a better way. Don't ask me what it is, but there MUST be a way.

I question whether the people will have a direct say in any changes in the Const. They will be given an opportunity to give a yes or no through a referendum which will reflect the changes which REPRESENTATIVES have proposed.

The seriousness of the question about changing the Const deserves a serious approach. The ideas for change should be proposed by the PEOPLE not REPRESENTATIVES. The role of representatives should be to relay the major points initiated by THE PEOPLE to the authorities in Albany. The representatives role should be limited to that of a mere go-between between THE PEOPLE and Albany. SUFFICIENT time should be allotted to a question which surfaces only once every 20 yrs. The fact that this question has not been given time for the PEOPLE to discuss, reflect upon and decide upon is a hint that the Con Con is something which the Powers That Be would like to see happen. It smacks of the same hurried and forced legislation that accompanied SAFE.

If 34 to 35 of them lean right, how come the Republicans don't have a majority in the Senate? Republicans hold 31 seats. Democrats hold 23. 9 more Democrats caucus with the Republicans. Those 9 Democrats probably wouldn't be elected into the Senate if they ran as Republicans. Even if it's roughly split, the other 15 delegates would be elected by a popular vote. Since the majority of the state is liberal, most of those representatives would be too. There is no way we would get a conservative majority in the delegation.

How would the state constitution affect federal contract law?
They can't go out and say, "Everyone is now getting 75% of what is promised." The state basically wants to use the funds that are currently sitting unused. They want access to the money now and give an, "I owe you when the time for you to collect." The chances on a state not paying out what is/was guaranteed under federal contract law is EXTREMELY low.
Better check your sources, Cuomo is in favor of a Constitutional Convention.

On the one hand, I would definitely vote NO because of the strong likelihood that everybody outside NYC, as well as gun owners, and conservatives will get totally screwed. Then again, I view life's actions from the prism of a pendulum. I don't see this state EVER changing for the better until it gets so damned bad that the masses are forced into the streets with the proverbial pitchforks and demanding to overturn everything, - or else.
So, I can see the case to be made for accelerating the demise of NYS by voting FOR the NY Constitutional Convention. Would it make things worse? Maybe? Probably? It just might.
Think of it this way (remember the old frog in a pot analogy): when we are getting screwed just a little bit more every day, we tend not to object. A little more tax here,... another small fee increase there, and on and on and on... But if tomorrow, Albany decided to stick every upstate taxpayer with a 50% income and sales tax surcharge that would go to NYC coffers, people upstate would rise up and revolt.
So, maybe the case can be made to let the liberals run what's left here into the shitter, - sooner rather than later. Do we continue to keep doing our best to keep things from getting worse, - basically a long term losing action? Or do we accelerate it into the crapper, so that the FUDDS and others who have been sitting on the sidelines are forced to stand up and fight with us when it gets too bad for them to tolerate?
I haven't made up my mind yet. Still kicking this around.
