Passed the Senate, but not the Assembly (yet). As noted it will pass there and be sent to the princess. It will take effect 180 days after he signs it into law.
If this is signed into law you will need to put a serial number on all home made guns. That way you don’t have to fight for your freedom in court proving you made it before the law was passed. I know it is expose facto but in the PRNY the constitution does not apply.

You have 6 months from the effective date to have existing "ghost guns" properly serialized according to 18 US Code Section 923, Subsection (i).
I'm not sure about the registration part though. If you take it to a "gunsmith" to serialize after this becomes law, I believe the gunsmith is obligated to register it with the state. However, if it is properly marked according to that federal law prior to the passage of this law, registration may not be required? The bill is very circular in this instance and I'm not sure if my interpretation is correct.
If my interpretation is correct, it would be wise to slap a serial number and your name on any 80% guns ASAP.

If it isn't properly serialized and registered, it's a "ghost gun." ""Ghost gun" means a firearm, rifle or shotgun that does not comply with the provisions of Section 265.07..." That section requires registration by the gunsmith for anything he manufactures, assembles, blah, blah, blah. There is an exemption for pre '68 guns (when serialization was required federally).
So either the millions of guns manufactured and properly serialized from FFL 07's all have to go through a gunsmith for state registration to avoid being a "ghost gun" or any homemade gun that has the proper markings prior to the effective date doesn't need to get registered with the state. My take is that anything properly marked will not have to visit a gunsmith for "manufacturing" work, so it doesn't need to be registered. Anything that needs to be marked after the effective date has to visit a licensed smith to get serialized and marked AND registered. This is the circularity that I was referring to before.
Another fucked up thing... it looks like gunsmiths have to serialize, mark and register for assembly work. So if you do take anything (even a stock 10/22 made in the 80's) to a gunsmith to swap a free float or stock or barrel or etc. they have to put their marks on it and register it?
This shit is a giant clusterfuck. I'm glad I'm not a lawyer.

Short answer - only if you make them non-ghosty by having them serialized and registered with the state.
My best guess is that they want you to serialize and register the "ghost guns" you already have. If you want to wait and have a "gunsmith" do the serializing and registering after the bill becomes law (but within six months), you can keep your former "ghost gun".
If it was made before 1968 you can keep it and your ghost gun can stay ghosty - no engraving or registration needed.
I think there's a loop-hole where you can take your post-'68 ghost gun, engrave it before this becomes law per the federal marking requirements for firearm manufacturers and it can stay ghosty (you don't have to register it). I think it just didn't occur to them that anyone who has successfully made a gun in the basement will likely be able to find the means to serialize and mark said gun in that same basement. It has to be done before this bill becomes law because this bill would also make gunsmithing without a license a felony.
Keep in mind, I'm just a layman trying to make sense of legalese. I could be totally off base here.

@ManrisFrack I appreciate the insight. I admit I'm still struggling with "register with the state" (specifically the "state" part). Is the implication that the serial number should be in an FFL's (federal) book?

Manufacture and assembly of a firearm for personal use, never intent on transfer or sale falls outside this statute. Because I make and build something, by definition, dies not make me a "manufacturer" or what the term implies, a "business"...
I also do not see how the "State" can interfere with a process already, by precedent, a Federal Function ... The serialization and registry of firearms made for person use. Question is will the Federal Gov't step in to reign in the over reach of States looking to encroach upon their territory?
The extreme over reach and grievous malfeasance placed into the bill, requiring gunsmiths to become agents of the State by taking property, parts that is, and seizing it, defacing it with serialization, reporting it to the State and not releasing it without authorization (permit) is so outlandish, it's hard to even process...
It's simple though, the more they put in "paper" thinking somehow or another they've fixed something, will just drive more of the activity to underground and off the radar scenarios. NY Safe Act is the prime indicator of what's to be, NON COMPLIANCE!
They don't talk about how INEFFECTUAL the act is, was, in regard to registration. This would be no different except for those who worry about the big bad wolf that never comes! Like all the knee jerkers who jumped on the NO ammo for you (NY'ers)... It will cause problems, except for people in the "know" or people with already established connections. So FUNY, FUAC!
What next? Serialize every shell casing?
Gimme a fucking break! So tired of all this fucking heavy handed shit! Let's criminalize an activity that affects law abiding citizens so we can make it look like we are doing something, while at the same time coddling actual criminals rioting in the streets and releasing career criminals to the streets for humanitary reasons... So, is free hand engraving acceptable, or does it have to be in block Roman. FUAC 001 for example, engraved, could be very nicely done. As far as registration, its' in my date book, I think I'm good.

The state doesnt give a standard, however the feds do. Maker, City and state, serial number. Needs to be deeper than .003" no smaller than 1/16" tall
