So we have Federal law vs State law. Federal law sets a minimum national standard. States can and often do enact laws that are stricter than the Federal standard.
Per the Constitution, the Feds regulate INTERstate commerce. A state regulates INTRAstate commerce.
FFL= Federal license to conduct business in firearms. That means terms and conditions, which means strings attached.
NYS business licenses to conduct certain business activities in NYS, terms and conditions, strings attached.
Cuomo has threatened many business activities (and therefore licenses) during this COVID 'crisis'.
I've never in my life seen more heavy handed tactics in the United States than in the last 10 years in NYS.

What about over and under 2 barrel shotgun sets, say 20 and 28 gauge?
What about 'convertible" .22LR/.22 Mag revolvers?

This bill defines "ghost gun" and makes it a felony to posses one as of the effective date plus 6 months.
Accoding to the "ghost gun" definition, a gun is a "ghost gun" unless it complies with the federal serialization and marking guidelines AND complies with the new NYS penal section 265.07.
Section 265.07 is a new section created by this bill. Subsection (3) states:
A GUNSMITH SHALL REGISTER WITH THE DIVISION OF STATE POLICE ANY
FIREARM, RIFLE, SHOTGUN, FINISHED FRAME OR RECEIVER, OR UNFINISHED FRAME
OR RECEIVER THAT HE OR SHE MANUFACTURES, ASSEMBLES OR CAUSES TO BE MANU-
FACTURED OR ASSEMBLED AFTER THE EFFECTIVE DATE OF THIS SECTION, REGARD-
LESS OF THE MANNER OF MANUFACTURING OR ASSEMBLY, THAT WOULD NOT OTHER-
WISE BE SUBJECT TO THE REQUIREMENTS IMPOSED ON LICENSED IMPORTERS AND
LICENSED MANUFACTURERS PURSUANT TO SUBSECTION (I) OF SECTION 923 OF
TITLE 18 OF THE UNITED STATES CODE AND REGULATIONS ISSUED PURSUANT THER-
ETO.
ANY GUNSMITH WHO FAILS TO COMPLY WITH THE PROVISIONS OF THIS SECTION
SHALL BE GUILTY OF A CLASS C FELONY.
That's the path to the registration requirement. Got a "ghost gun"? -> take it to a licensed gunsmith to make not ghosty -> gunsmith is required to register it with the state police as part of the gun exorcism process.
In reading this yet again, it definitely does not require guns that were manufactured by licensed FFL's and that already meet the federal guidelines to be registered with NYS SP by a gunsmith that modifies them. As individuals not in the business, nothing we make falls under the federal requirements. If a gunsmith does any assembly work on a home-built gun, he'll have to register it with NYS SP - even if it is marked in accordance with that federal code. We'd only be following the federal guidelines because STATE law told us to, not because FEDERAL law mandated it.
fnfalguy's screenshots look pretty close to normal AR-15 markings. It'll look totally legit if done on his Ghost Gunner mill. How are gunsmiths supposed to know if a specific gun is not subject to that federal law? Call the ATF and have them look up every gun they work on?
The example I gave above of the stock 10/22 being modified will NOT require registration but there is no similar wording in Subsection (2), the one that deals with serialization.

However I didnt see the section onbhow they plan to stop the inflow of gosht replica guns from Indonesia or pholipines that are the favorites of gangs and cartels and many used in crimes and then discarded after they become dirtry( used in murder) and perhaps sold to el Salvador for pennies on the dollar where they will never be seen again.

And there I was, thinking about taking it to the next level. I was seriously considering buying additional tools to be able to thread my own barrel muzzles, and install a muzzle brake on a few of my own bolt-action rifles. Hmmmm.

Individuals and 2A groups must be seen as part of the Democrat party constituency, go to their events and participate in their candidate selection process. This isn't difficult.
For example, there was a choice between two Dems running in Rockland for Senate. One was better than the other. Simply tell members/constituents that and to go vote accordingly. Candidates do not have to be perfect. Elections are a decision, not a referendum on the issue. Second example, there was a choice between the incumbent Westchester DA and a moonbat challenger. Moonbat Mimi is a lot worse. Simply tell members/constituents that and to go vote accordingly. By sitting by and doing nothing, Democrats do not see gun owners/2A orgs as part of their constituency and therefor do not care what they think. This isn't hard. If you don't participate, you aren't relevant.
Further, there is no effort to highlight the failure of gun control laws to relevant media. It takes a negligible amount of effort to put together a presser and distribute it to appropriate political reporters. By remaining silent reporters will cover only one side of the story. This too isn't hard either. If you don't speak up, the media won't cover you, electeds won't hear you, members/constituents think you're doing nothing, and you aren't relevant.
This isn't about money or lack of resources. This is about lack of effort.

Really, I have for years contacted media in the Syracuse area, one time called in on a crime story where the person used a knife but they showed a handgun, I quote "Go fucking kill someone then", I called back and Chrissy Casheono(sp) got on and insisted she would be handling this call, when I quoted what the director said (I told her I would be using foul language) she bitched and slammed the phone down, I recalled and finally got another person who apologized and asked what they could do; I said to do a real report on guns showing how hard it was to get a hand gun, to use a generic picture of a round head with a torso wearing black and white striped prison suit. They have never done any of it.

A few gun owners want to take the BLM approach and start protesting while open carrying which I don’t think would end well. I do believe in either small increments or everyone in NY (since we did gain a lot of new gun owners) start voting for more gun rights.
