I'll let you guys know how total non compliance of this shakes out. I never notified NY of my move out of the cesspool (why would I) and should still get mail from them at the address my PP is tied to.

Scare tactics such as worrying about a 'RAID' are certainly hysterical and would only occur under extraordinary circumstances and you could be sure, with an accompanying warrant! Unless of course you're a hording gun nut living in Westchester... Hahahaha
Second, we are here to inspect your firearms... Well sir, I see you have a warrant and you're free to come in, but you will find that they are not at this location! If questioned as to their location, the simple answer would be in a safe place out of State. That's it... Done! Do you think I need some sort of affidavit as to their location, verified in triplicate by the local LE community where they are, to be produced upon demand where I reside? They won't find anything...
And furthermore, all this hysteria about recertifying and re-registration is funny as shit. I can almost see the trembling hands and worried faces.
Point is, worry about it, if and when it happens, because it won't.

I suggest you don't submit your Driver License for identification.
I wonder what people who do not drive are going to submit for identification. They do not say.
Also everyone should send this shit the last possible day by certified mail requiring signature upon delivery, like last week of Jan 2018.

I'm in awe and really admire the tough guys taking stands on this recertification willing to lose their ability to protect themselves while recertifying their PA non resident and paying a fee.
I don't mean you @gun_slinger_boy. Your case is different. But you get admirations anyway for leaving.
Edit...And for the record, this doesn't mean waiting a year, getting the letter saying your permit is about to be revoked and then recertifying. It means total non compliance down to the knock on the door and everything thereafter.

Q: What information is required to complete the recertification?
A: Information such as name, address, date of birth, New York State Driver License or Non-Driver Identification number, and an inventory of your licensed pistols and revolvers will be required. Most of the information needed for recertification can be found on your county issued pistol / revolver license. You will need to have a New York State Driver License or Non-Driver Identification Card in order to process your recertification.

No need to. I understand it as you do too but pretend not to and keep repeating that you are standing to convince yourself.
Well to be fair, PA does not require you to list all of your handguns on the application. They just run a background check and give you a card. I don't know of any other state (none that I have lived in anyway) that registers each and every handgun to the owner like NYS does.

If someone has a large collection of pistols why should they have to write a novel (make / model / serial / caliber(s) / ECT) for the state.. all of that already is on file with the county..
I see giving this list as a way for the state to take another midnight ban of some type down our throats.. and then using the list as a way to have "probable cause" to search your home..
Seeing as how there was such low compliance with the "safe act". This is how they will find out who has what..
I see this as a huge 4th and 5th amendment issue..
If someone fills the form out completely and truthfully they could be incriminating themselves.
If they omit something on the form and sign the affirmation, they are then purjering themselves..
And if they don't fill the form out they lose thier pistol permit with no due process..

You're 100% correct.
Tis true, however bringing up out of state CCPs is like, bringing one of little Timmy's gold fish to a fish fry. Sure they are a fish but, gold fish are not menu items.
I see another problem. If you have a PA non resident CCW with NY being your residence, and your NY CCW gets revoked, what happens to your PA license? You sure as hell won't be able to renew it.
If you applied for a drivers license in your new state chances are your permit is already revoked.
