While I agree this is NYS and NYC if I’m not mistaken already does this but I think you have to register your weapons. I could see them trying something like this without passing a new law.

They will keep a record of every transaction. Even if they had no nefarious motives the IT guys would do it just for debugging purposes.
If the data, any data, is entered into any kind of file on a computer it is searchable. Now. I search files for specific tags all the time. Beats reading whole documents to find specifics.
A registry implies a front end designed for end users to easily query for the data they are looking for.
I'm only talking about an ammo database. If they're going to use a NICS type system to do it, every background check could automatically be entered into a database. Seems they pretty much have to start from scratch to set it up, I have no doubt that this is their plan. They will have an end user search function set up.

The difference is that NICS only gives the feds who and "rifle, pistol, or other" and "one or more than one". They don't really know what you have, just a vague idea about quantity. Of course they can get the details from the FFL, but that extra work is a speed bump that helps ensure that they aren't doing unnecessary searches.
The courts are corrupt, the NRA is corrupt, NYSRPA is incompetent and corrupt, SCOPE lost their mind and has no balls. It's going to take a Herculean miracle to take unSafe out. I rogue meteor on Albany would help too.
