Trump's timetable was based on milestones, not dates. You do not move to phase 3 until the phase 2 milestones are reached.
He did have target dates for the phases, but it was clear that you complete one whether it takes longer or not before moving on to the next.
And Biden didn't even stick to the dates, let alone the milestones.
As usual for the left, he wanted us out when it was most politically expedient to leave, not when the conditions were right for a successful withdrawl.
