They are both included in the majority if not all kits. In most kits, unless you purchase the mostest bare bones ones, the gas block should be installed already.

I'll differ a bit in opinion. I would go with one of these for the upper. https://www.larue.com/products/larue-ultimate-ar-15-upper/ Then you know it's a quality upper. I'm far less picky about lowers. But Aero isn't a bad way to go either.
