If your 25yd target and 100 yd target are the same height off the ground, that is ballistically impossible.
With a 25 yd zero you would be almost 10 inches low at 100yds. with normal 1300FPS out of a carbine.
I don't know how he got those numbers, but you would need to be over 1800FPS at 25 yds...
