There was no such thing as a book ever in the law that was passed.
What are you on about? Shipping ammo to the doorstep was never illegal due to the lack of funding for an ammo background check sytem. But most dealers are to lazy to do the basic research and won't ship to NY anyway and the few that do/did have been illegally harassed and threatened by the state into stopping. This is why we don't like to talk about it here.
