Ok so if there are 52 republicans in the Senate why are they not cosponsoring S. 446? Hell they wont cosponsor that what makes you think they will vote yes on H.R. 38?

They could be being paid to not do that by the insurance companies. We don't know. Either way I hope this one does pass like all of you.

Don't get me wrong I would 100% love to see this get passed exactly how it is currently written (Republicans did try to sneak in a bull shit congress gets constitutional carry errywhere but you know all animals are equal but some more than others) because i know my whole EDC system would change in a heartbeat but sadly we are more likely to get S. 446 to pass and as ok as i would be with that i dont even think that would pass

there is a total of 3 Democrats that have co-sponsored H.R 38 ( so a whole 3 democrat representatives, 1 from Texas, 1 from Minnesota, and 1 From Georgia)

Ok so the short version for the second part of you question (this is the shorter part and the easier to explain) is

Part 1 (im sure you know this) To pass a bill it has to be written, then it needs to be voted on by the House of Representatives and pass with 51% (or 218 votes) once it has passed the House it goes on to the Senate, again (short easy version) it will need 51% to pass (or 51 votes) from there it goes to the POTUS's desk they sign it and it is now a law, or veto it and different conversation (again not trying to sound condescending as im sure you know this but it helps with the explanation)

Now it takes a good bit from when a bill is written and introduced to when it actually gets voted on, and sometimes during that time a Senator may see one of the bills they like and get the ball rolling so to speak and introduce a "sister bill" could be the exact same thing as the Houses bill but more times than not it is similar but more or less what the house would rather see. and if they get the chance they could then even vote on their bill and if it passes they would send the bill down to the House and let them vote on it.

Now as to the similarities and differences between the House's bill and the Senates bill,
Similar parts, both would allow someone to carry a concealed weapon if they have a license from their home state.

Differences
HR - allowes someone to carry a handgun on a nonresident license from a different state other than their home state, (S. does not)

HR - protects the handgun the magazine and the ammunition, so someone from PA could come to NY with a 33 round glock 18 magazine loaded with 33 rounds in a Glock 26/19/17 and it is legal if they have their PA license and New York can't do anything about it, (S. does not, it would force that person to follow the current jurisdictions laws, so coming to NY better not bring a magazine over 10 rounds, not even switched out at the boarder and locked up)

HR - would allow someone (as i read it) from NY to get their PA license and now carry a 33 round glock 18 magazine here in New York with all 33 rounds loaded (S does not)

HR - has a provision if a state (like NY) wants to try and get froggy and arrest someone who is legally carrying from a different state and play the "meh we will let the courts sort this collar out" the state is now liable financially for that individual once the court realizes how much of a liability that officer just caused the department.... so you get arrested and have to wait trial, post bail, property confiscated, now you need a lawyer and go through all that crap and then bam you were completely in your right to carry that Glock 26 with extendo 33 round magazine because its legal in the state that issued you your license what ever monetary loss you have the state now has to pay that back (S. does not have that provision)

thats just a few of the main differences

I believe it was 2013 national reciprocity passed the house (different bill obviously) 272 to 154. got to the Senate, bam shot down. do you really really think having a whole whopping 52 republican seats can beat the 44 democrat seats and 2 independent (caucus with the democrats)

You think they will (if passes the house, which i believe it might just kinda may) jump right up to it and get it voted and passed in the Senate before this time next year?

This is what I feel to be important. We already know states like NY, CA, NJ etc will fight it tooth and nail. They would certainly stoop to ruining someones life to get their way. After all they don't lose a penny or time. They are using your own money to screw you over. So having national reciprocity is useless if you are still in danger of getting prosecuted and the proceedings that come with it. My question is would punitive damages be applicable? It seems punitive damages are very hard to be awarded. I would think in this type of scenario they are well warranted.

Call me jaded but this feels a lot like the 10 round concession after unSafe passed. 10 rounds was a “give back” to keep us quiet after they rammed us on preban mags, pistol grips, etc.

If DC is giving us something rest assured they will take something else away.

I believe so according to the language assuming you bought the receiver here. You wouldn't be able to buy the pistol here because they are illegal to sell but if you bought the receiver legally in NY and built it later, it would be covered.

Don't get your hopes up though. It ain't gonna pass and if it did, it would be modified to say your home permit is only valid in your home state to prevent circumvention. Mark my words.

Don’t be so sure of that. LEOSA doesn’t even do that. Cops must abide by local capacity laws when traveling.
