Interesting...though I'm not sure how accurate this is:
A slew of amendments brought by Democrats were shot down, including a proposal by Nadler to ban violent offenders from possessing a concealed handgun and another from Sheila Jackson Lee of Texas to exclude those convicted of domestic violence and stalking. A residency amendment, brought by Democrat Zoe Lofgren of California, was also rejected. The amendment sought to prevent “permit shopping” by prohibiting those living in states with stringent conceal carry permit regulations from applying for permits in more lax states.
The same article also contains this, apparently contradictory, assessment:
The legislation allows firearm owners with a concealed carry permit issued by their home state to carry the firearm into any other state (all allow some form of concealed carry, although many are highly restrictive).
If this ever passes, I'd like it to read "a permit" as opposed to "permit issued by resident's home state." But, at this point, I'll take anything that moves in the right direction, for any law-abiding citizen, anywhere in the U.S. After all, it it comes to the point that a non-resident is allowed to carry in New York while a New York resident is not allowed to carry, I think it would be grounds for an "equal protection" lawsuit.

I have a question: How does this new law help a Texas transplant to upstate NY who can pass any bgd check on the planet but cant get one single person to sign his pistol permit? Can I go online and get an EZ permit from say Arizona? How does this bypass NY law because you have to have a pistol permit to even OWN the gun in the first place. I feel I'm better off moving back down south to gun friendly states.

The tax bill passed last 51-49 night despite all of the dems efforts to oppose it. I thought that that bill had a greater chance of failing than this one.
I don’t think this bill would help you. Residents will still have to follow their own state laws. And IF this does pass, I imagine any parts of the House bill that supersede local laws will be gone anyway.

It is very clear, as stated by the authors of this legislation that it will be up to the individual to know the law of the states they plan to exercise their God given within, and obey that states law. Example would be New York SAFE act that is still not settled law as to how many rounds you 'may' have in your magazine. Now imagine a couple dozen ambiguous laws hastily enacted to further muddy things up and give law enforcement curb side power to enforce that ambiguity, and like I said, if it disrupts the lives of a few million legal New York gun owners, to them, that is icing on the cake. You don't seriously believe they give a crap about your sensibilities do you.

That article was so full of lies and fear mongering. Authors deliberately doing that should be held accountable. To buy any gun anywhere in this country people need to pass the nics check when buying from a gun dealer so it' no different than it is now.
God I hope that happens. At the end of the day, the Safe Act is unconstitutional, and the faster we get a hearing on the federal level the better.

Sorry but this isn't correct, this has already been settled. 10 rounds in a magazine. It was actually ruled on quite some time ago.
As for the rest of statement, as H.R. 38 is currently written if someone in New York has a NY license they must carry a "N.Y. Legal" pistol. IF someone from say PA was to come into NY and they have their P.A. LTCFA (License To Carry Firearm, the P.A. version of what we have kinda) the way the current bill is written their handgun is protected, but so isn't their magazine and ammunition (this is becaus of N.J. and their not allowed cop killer explosive hollow points for carry), which means they can carry their set up how they would legally in their home state.
Bonus, people who haven't been lazy and have gotten nonresident licenses in other states should be good to go, with them extendo clips and 51oz death blasters
(Granted I've been cheap and lazy and have only gotten my PA, still want my Utah, Florida, and Arizona but meh I'll see if we can get any form of national reciprocity, this bill no not in its current form, it will most deff die after the house or kicked back bitched so much that it will look more like S. 446)
Well been doing some googling and it looks like now the author of the bill is stating that someone would still have to follow all state and local laws, but if you read the bill that's not how it reads

Well no not in NY, there is no duty to inform, only if directly asked, but there are other states that if an6 contact with and officer you have to immediatey inform them
